Collection of hazardous waste (38.120)

This SCA code includes activities and services for which entrance and/or other conditions for the commencement of an activity are established.

Entry in the register of waste collectors

The collector can collect waste if they have a certificate confirming entry in the register of waste collectors, managed by the ministry within the framework of the register of persons with the certificate for environment protection activity implementation under the act on environment protection.

The certificate on the entry as per the previous paragraph is issued to the legal entity or sole entrepreneur who:

  • is registered in the Republic of Slovenia for performing waste collection and removal activities in accordance with the regulation on the classification of activities;
  • who disposes at one or several waste collection centres that fulfil the conditions under the first paragraph of Article 10 of this decree and the requirements determined with regulations on the collection of an individual type of waste,
  • dispose of the means and equipment for the takeover of waste and their transport,
  • has a waste collection plan ensuring the collection of waste in accordance with the requirements under this decree and in accordance with the regulation on the collection of an individual type of waste,
  • was not deleted from the register of waste collectors in the last two years from the date of lodging an application pursuant to items 3, 5 and 6 of the third paragraph of Article 33 of this decree.

Authorisation for transport

Authorisation is required for transport of explosive, radioactive and nuclear materials.

Legal entities or sole entrepreneurs with head offices in the Republic of Slovenia whose activity includes transport of hazardous goods by road or rail or loading or unloading related to such transport must appoint at least one safety adviser for the transport of hazardous goods.

    • List of activities usually carried out as a craft

    • For activities listed on the List of activities usually

    carried out as a craft, business entities registering these activities must also be entered in the register of crafts at the Chamber of Craft and Small Business of Slovenia (OZS) ex officio.
    Applies to the following activities/services:
  • the collection of poisonous and biologically hazardous waste;
  • the collection of radioactive waste;
  • the collection of waste oils, batteries, waste chemicals, etc.;
  • the operation of temporary hazardous waste collection sites.

Activities/services according to explanations of the standard classification of activities:

This subclass also includes the collection of liquid or solid hazardous waste, i.e. waste including explosive, flammable, toxic, corrosive, infectious, carcinogenic, and/or other substances harmful to health and the environment. The identification, labelling, processing, and packaging of such waste must also be included.

This includes:

 

  • the collection of toxic and biologically hazardous waste
  • the collection of radioactive waste
  • the collection of waste oils, batteries, waste chemicals, etc.
  • the operation of temporary hazardous waste collection sites

Cross-border/temporary provisions of activity

Performance of the activity in Slovenia is possible on cross-border/temporary basis. Prior to commencing the service, you must submit a written application to the competent authority.


The provider that is established and meets the conditions for the pursuit of craft activities in the EU Member States, EEA or the Swiss Confederation, may occasionally carry out craft activity without establishment in the Republic of Slovenia. Before the first pursuit of an activity, the provider must lodge an application with the Chamber of Craft and Small Business of Slovenia.
