Dormitory activity

Dormitory activity is a public service. It may be performed by universities, other institutions, companies, sole proprietors or other legal entities.

When performing this activity, it must be ensured that student interests are represented in the managing body.

A dormitory may be established as part of a university as its member.

Bodies of a dormitory, a member of an university, comprise the director and the resident student council.

Students on the resident student council represent students’ interests in the management in accordance with the law, the articles of association and statutes.

Conditions

  • The activity of halls of residence may be pursued by universities, other institutions, companies, sole traders and other legal entities.

    Legal basis

  • The subsidies for student accommodation are allocated to public and private institutions, other legal entities that are registered for student homes activity (hereinafter referred to as student homes), and via them also to natural entities, room owners (hereinafter referred to as natural entities) who accommodate students in accordance with the provisions of the Rules on subsidised student residence.

    Natural entities under the previous paragraph are persons who are not sole entrepreneurs, who own accommodation and offer up to 6 beds for subsidised student residence.

    The public tender for natural entities is published by student homes.

    The subsidies are allocated to students who fulfil the conditions and criteria set in the Rules on subsidised student residence, for subsidising accommodation and who conclude accommodation contracts with student homes.

    The competent authority allocates student homes subsidies for residence based on a public tender in accordance with financial regulations.

    The tender for the selection of student homes is published in the Official Gazette of the Republic of Slovenia until 15 February for the following study year at the latest.

    Student homes which offer the minimum prescribed number of beds for subsidised residence can apply to the tender for the selection of student homes.

    The application to the tender must contain accurate data on:

    •  all accommodation capacities in the student home and at natural entities,
    • the price of residence in the student home and at natural entities and
    • the rules for moving into the student home and
    • other data determined in the tender.

    Details

  • Students who are members of the Residents’ Board represent students' interests in management in accordance with the law, the Articles of Association and the statute.

    Legal basis

  • Higher education institutions and halls of residence that manage procedures regarding subsidised accommodation of students must keep records with personal information for the needs of subsidised accommodation of students. The content of such information is prescribed by Article 81.b of the Higher Education Act (ZVis).

    The eVŠ record of students registered for subsidised accommodation includes information on persons who have applied for subsidised accommodation or extended subsidised accommodation. The content of the record is prescribed by Article 81.g of the Higher Education Act (ZVis).
