Laundering and dry cleaning

This activity entails:

  • washing, dry-cleaning, ironing etc. of all types of textiles (laundry and clothes, articles of fur) which is performed mechanically, manually or in self-service laundry rooms,
  • the collection and delivery of laundry or clothes for chemical cleaning, washing and ironing,
  • cleaning carpets, blankets, blinds and curtains, also at home,
  • cleaning of textile floor covers and upholstered furniture, also at home,
  • dyeing of clothes and textile articles which is not connected with production,
  • dry cleaning and colouring of leather items, cleaning of fur articles.

Special conditions regarding business premises and technical equipment are also determined.

This activity is on the list of activities usually carried out as a craft.

When registering the activity in the Business Register, business entities pursuing this activity as a craft must be entered ex officio in the register of crafts at the Chamber of Craft and Small Business of Slovenia (OZS).

Free entry in the register of crafts is performed based on a notification sent by the registering authority (AJPES) to OZS.

Conditions

    1. Business premises: If you wish to practice this business activity, you need to have an appropriate work place which complies with the rules and regulations concerning occupational health and safety.
    2. Technical equipment: Must promote health and safety at work. It is necessary to provide:
    • a Safety Statement including risk assessment, which must be made and adopted by every employer;
    • a revised safety statement including risk assessment in cases where:
      • the existing preventive measures are not sufficient;
      • the assessment of risks was based on the information which is no longer accurate;
      • there exist possibilities and methods to upgrade or expand the assessment.
    • Training for safe work and completion of skills tests

    Other obligations which the employer needs to meet to ensure health and safety at work (the type of test or periodic measurement and other obligations depend on the risks which are identified in the assessment and associated with a particular workplace):

    • Periodic inspections of chemical, physical and biological harmfulness of working environment, every three years;
    • Risk control of mechanical hazards, every three years: periodic testing and inspection of work equipment, machinery and appliances; instructions for safe use of work equipment, machinery and appliances; if the equipment is new, the certificate of no-defect shall be valid for three years;
    • Inspection of electric installations, every three years: periodic inspections and measurements of installations, connections, switches;
    • Preventive health examinations for employees within the deadlines prescribed in the Safety Statement (a valid contract with an authorized medical practitioner);
    • Lighting: periodic measurements of workplace lighting, every three years;
    • Organisation of first aid; staff training; a first aid cabinet with contents as required. The examinations need to be retaken every five years.

    Requirements for ensuring fire protection of the building: The law prescribes a fire protection system which encompasses the organisation, planning, implementation, supervision and financing of the activities and measures of fire protection.

    • Fire rules and a summary of fire rules (owners or users of residential buildings, other than one- or two-dwelling units, and owners or users of business and industrial structures must define the fire rules)
    • Fire plan;
    • Fire safety study;
    • Sufficient number of fire extinguishers;
    • Periodic inspection of fire extinguishers and fire hydrants, every year;
    • Supervision of installed fire protection systems;
    • Staff fire training, every two years. If active fire prevention systems are in place, they must be properly maintained and periodically inspected by authorized inspectors.

    Technical requirements: An integral element and the primary piece of equipment required for dry cleaning is a dry cleaning machine, which must conform to the Decree on the atmospheric emissions of halogenated volatile organic compounds from installations using organic solvents (Official Gazette of RS, No. 46/2002)

Cross-border/temporary provisions of activity

Performance of the activity in Slovenia is possible on cross-border/temporary basis. Prior to commencing the service, you must submit a written application to the competent authority.


The provider that is established and meets the conditions for the pursuit of craft activities in the EU Member States, EEA or the Swiss Confederation, may occasionally carry out craft activity without establishment in the Republic of Slovenia. Before the first pursuit of an activity, the provider must lodge an application with the Chamber of Craft and Small Business of Slovenia.
