Other monetary mediation (64.190)

This SCA code includes activities and services for which entrance and/or other conditions for the commencement and pursuit of an activity are established. 

Regulations and conditions:

  • Banking Act and Payment Services and Systems Act

  • Banking services may be implemented on the territory of the Republic of Slovenia by:

  • a bank that acquires a licence from the Bank of Slovenia for the implementation of such services,
  • a bank or special financial institutions of a member state which in accordance with this act establishes a subsidiary on the territory of the Republic of Slovenia or which is, in accordance with this act, entitled to directly perform banking services on the territory of the Republic of Slovenia, or
  • a subsidiary of a bank of a third country that acquires a licence from the Bank of Slovenia for establishment as per Article 33 of the Banking Act. A bank must be organised as a public limited liability company or European public limited liability company.

To issue electronic money, the company is a legal entity with head office in the Republic of Slovenia which has obtained a licence from the Bank of Slovenia to implement electronic money issue services.

Electronic money issue services may be performed on the territory of the Republic of Slovenia by:

  • a bank or company for the issue of electronic money which acquires a licence from the Bank of Slovenia,
  • a bank or company for the issue of electronic money of a member state, which, in accordance with the Banking Act, establishes a subsidiary on the territory of the Republic of Slovenia, or is, in accordance with the Banking Act, entitled to directly implement electronic money issue services or services for the issue of electronic money of a third country that acquires a licence from the Bank of Slovenia for establishment as per Article 36 of the Banking Act.

Banks may perform mutually recognised and additional financial services (including the performance of electronic money issue transaction) on the territory of the Republic of Slovenia only on the basis of a licence from the Bank of Slovenia for the provision of these services, i.e. in accordance with Article 88 of the Banking Act.

This sub-class also comprises accepting deposits and/or similar substitutes for deposits and the provision of loans or borrowing funds. Loan approval may be implemented in various forms: loans, mortgages, credit cards, debit cards etc. These services are generally performed by monetary institutions, excluding central banks, such as banks, savings banks, credit unions etc.

This also includes:

  • the activities of post- office giro institutions and post savings institutions,
  • institutions that provide loans for the purchases of residential buildings and specialise in accepting deposits,
  • ordering money.
