Other non-categorised social work activities without accommodation (88.999)

This SCA code includes activities and services for which entrance and/or other conditions for the commencement and pursuit of an activity are established. 

Regulations and conditions:


Social Care Act

The network of services providers is determined in the Resolution on the National Social Assistance Programme (NPSV) for the 2013 to 2020 period. The state establishes public institutions; the Ministry of Labour, Family, Social Affairs and Equal Opportunities grants a work permit in accordance with the framework goals of the NPSV and when the conditions are fulfilled. The concession and work permit are not granted if the social care centre performs individual services based on a contract concluded with the MDDSZ, since the service is free of charge for users in such a case.

The basis for social protection programmes tenders is the ZSV and the Resolution on the National Social Assistance Programme 2013–2020 (ReNPSV13-20).

There are two types of social protection programmes:

  • public verified social protection programmes (several years), which are selected in an MDDSZR public tender;
  • developmental and experimental social protection programmes (one year) selected in an MDDSZ tender.

This applies to the following professions:

  • professional workers,
  • professional workers and
  • lay workers (secondary, higher and university education) for social protection programmes. (refers to social protection programmes: daily shelters for the homeless and other socially weak groups)

This entails:
  • social, counselling, charitable and similar services offered to individuals and families at their homes and elsewhere provided by public, private institutions or individuals, organisations for help at accidents, local self-help organisations, counsellors etc.;
  • activities of social care and guidance for children and youth;
  • activities for adopting children, activities for preventing the abuse of children and others, counselling on household budgets, family counselling, employment rehabilitation and habilitation activities for the unemployed on condition that the educational component is limited;
  • establishing eligibility for social aid;
  • daily shelters for the homeless and other socially weak groups
