  • This SCA code includes activities and services for which entrance and/or other conditions for the commencement of an activity are established. 

Regulations and conditions:

  • Small Business Act

    In the event that the activity is being pursued as a craft, it is necessary to obtain a craft business permit, meet the requirements of vocational qualifications and be entered in the register of crafts at the Chamber of Craft and Small Business of Slovenia.

  • List of activities usually carried out as a craft

    For activities listed on the List of activities usually carried out as a craft, business entities registering these activities must also enter in the register of crafts at the Chamber of Craft and Small Business of Slovenia (OZS) ex officio.

Applicable for the following activities/services:

  • activities of shoe cleaners, doormen, luggage handlers, etc.,
  • taking care of pets (dog hotels etc.),
  • pet training,
  • simple manual labour,
  • household assistance,
  • chauffeur services using the user's vehicle.

  • Regulation on Radiation Activitie

    In order to perform individual radiation activities, a licence for such radiation activity, issued by the Administration of the Republic of Slovenia for Nuclear Safety on the basis of Article 11, Paragraph 3 of the Radiation Protection and Nuclear Safety Act  (ZVISJV–UPB2, Official Gazette of the Republic of Slovenia no. 102/04), must be obtained.

A permit must also be obtained for the following activities:

  • the management and disassembly of a radiation or nuclear facility,
  • intentional addition of radioactive substances at the production and making of general use items, import and export of such items,
  • use of x-ray devices, sources of radiation and substance accelerators except electronic microscopes if this doesn’t apply to use in health care or veterinary practice,
  • disposal, processing or reuse of radioactive substances or materials containing radioactive substances that originate from the use of radiation sources or the implementation of radiation activities under the law, for which the ministry competent for the environment didn’t decide to consider them under the law,
  • the implementation or development of equipment and technology that is nuclear goods,
  • transport of nuclear substances,
  • maintenance, production, calibration or other similar works implemented at radiation sources if this isn’t included in the implementation of activities under previous items of this paragraph.

A special permit (authorisation) for the performance of activities is also required for legal or natural entities that wish to perform activities of providing expert opinions in the field of nuclear safety and radiation protection. The authorisation for an individual field of nuclear safety and radiation protection or for multiple fields of nuclear safety and radiation protection together is issued by the Administration of the Republic of Slovenia for Nuclear Safety for a maximum of five years.

  • Regulation on subsidiary on-farm activities

    A subsidiary on-farm activity may start to be implemented after the finality of the permit for the pursuit of subsidiary on-farm activity and after all conditions determined by the sector regulations for the start of pursuing an individual subsidiary activity are fulfilled.

  • Rules on minimum sanitary and health conditions for hygienic care and similar activities

    The carriers of hygienic care are obliged to plan and implement services according to the minimum sanitary and health conditions and to use technologies that are health- and environmentally friendly to ensure the maximum rate of health protection of users of hygienic care services.

  • activities of astrologers, spiritualists, fortune-tellers, bioenergetic therapists, radionics practitioners etc.
  • activities, such as the monitoring, organising of meetings and gatherings, matchmaking, wedding planning, entertaining conversations, including over the telephone
  • activities of graphologists, genealogists
  • activities of shoe cleaners, doormen, luggage handlers, etc.
  • activities of social life animators
  • taking care of pets (dog hotels etc.)
  • pet training
  • operation of self-service machines, such as self-service scales, photo booths (coin or token operated), blood pressure measuring devices, etc.
  • performing simple manual labour
  • household assistance
  • chauffeur services using the user's vehicle

These also include:

  • tattooing, piercing.
  • crossword puzzle creation, etc.

  • minor household repairs,
  • laundry washing and ironing (household assistance),
  • bringing ready-made meals (e.g. to the elderly or the sick),
  • assembling small plastic items,
  • cargo transportation services with a different sole trader (chauffeur services using the user's vehicle),
  • shop assistant services for assistants performing simple manual labour,
  • preparation of firewood and other heating materials,
  • pig slaughtering services, meat chopping, manufacture of blood sausages, grilled sausages etc. (exclusively in the event of butchery services: 10.110; In the event of simple manual labour, household assistance, code 96.090 is also appropriate),
  • escorting and assisting a person with mobility problems (injury, old age) with their own accessory (e.g. wheelchair) on a walk,
  • energy training for personal development and the pursuit of happiness,
  • assisting people in finding e.g. a flat, a nanny, a shoemaker, transportation, shopping, etc. – with one word: personal services,
  • assisting in a restaurant kitchen and washing dishes,
  • performing supplementary works in bread and sweets production,
  • writing horoscopes,
  • feng shui interior design,
  • body painting with henna,
  • activities of erotic massage parlours (for activities of massage parlours offering sexual favours, an SCA does not exist; a combination of the codes SCA 96.040 and 96.090 (the latter also includes prostitution). The core activity is the activity from which the business entity obtains added value or income),
  • activities of herbalists and complementary and alternative medicine practitioners,
  • organising children's parties (the organisation of children's parties may be classified under codes 93.299 or 96.090. In the event that hair styling for payment will be carried out at such parties, the service is classified under sub-class 96.021, and manicure services under sub-class 96.022);
  • numbering of advertisement billboards

Cross-border/temporary provisions of activity

Performance of the activity in Slovenia is possible on cross-border/temporary basis. Prior to commencing the service, you must submit a written application to the competent authority.


The provider that is established and meets the conditions for the pursuit of craft activities in the EU Member States, EEA or the Swiss Confederation, may occasionally carry out craft activity without establishment in the Republic of Slovenia. Before the first pursuit of an activity, the provider must lodge an application with the Chamber of Craft and Small Business of Slovenia.
