Provision of communication networks and services
Operators are obliged to provide electronic communication networks and services.
The provision of electronic communication network encompasses the establishment, operations and the provision of availability of such network.
A public communication network is an electronic communication network which is entirely or mostly used for providing electronic communication services that are accessible to the public and enable the transfer of information among network connection points.

Cross-border/temporary provisions of activity
Dejavnost zagotavljanja komunikacijskih omrežij in storitev ne sodi v storitveno direktivo. Za čezmejno opravljanje dejavnosti veljajo enaki pogoji kot za slovenski subjekti, ki prvič vstopa v dejavnost zagotavljanja komunikacijskih omrežij in storitev.
