Recovery of sorted materials (38.320)

This SCA code includes activities and services for which entrance and/or other conditions for the commencement and pursue of an activity are established.

Decree on waste

entry in the register of waste collectors

A collector can collect waste after acquiring the certificate on the entry in the register of waste collectors kept by the Ministry within the scope of the records of persons holding a certificate for the purpose of carrying out activities of environmental protection, in accordance with the regulation governing environmental protection.

The certificate on the entry referred to in the preceding paragraph is issued upon request to a legal entity or a sole entrepreneur who:

  • is registered in the Republic of Slovenia for the purpose of carrying out activities of waste collection in accordance with the regulation governing the classification of activities,
  • has one or more collection centres which  comply with the requirements referred to in the first paragraph of Article 10 of this Decree and the requirements  laid down in the regulations governing the collection individual waste types,
  • has the means and equipment for waste collection,
  • has a plan waste collection, with which waste collection is ensured in accordance with the requirements laid down in this Decree and in accordance with the regulation governing the collection of individual types of waste, if such waste is being collected,
  • has not been deleted from the records of waste collectors in the last two years counting from the date of the request pursuant to points 3, 5 or 6  of the third paragraph of Article 33 of the Decree.

  • The polluter who must obtain environmental permit in accordance with the provisions of Article 68 or Article 86 of this Act, must sign a working or contractual relationship with at least one person responsible for carrying out the tasks of environmental protection (hereinafter referred to as: person authorised for environmental protection).

    The tasks of the person authorised for environmental protection are in particular:

  • informing and consulting to the polluter as regards the prescribed measures for environmental protection in carrying out their activities,
  • giving opinions and proposals to the polluter on the measures to reduce or prevent pollution of the environment,
  • cooperation in introducing the processes, technologies and products which are less harmful to the environment,
  • supervision and care for the implementation of the required measures in the field of environmental protection in carrying out the activities and reporting to the polluter on the established deficiencies,
  • ensuring publicity of the data on the pollution in accordance with this Act,
  • informing the employees on the harmful effects of devices or facilities on the environment and on the measures for their prevention or reduction,
  • cooperation with persons responsible for safety and health at work, fire safety and consultants for chemicals,
  • cooperation in the preparation of the protection and rescue plans under the regulations on the protection against natural and
  • other disasters and other tasks of environmental protection in accordance with the the authorisations of the polluter.

  • List of activities that are usually carried out as a craft

    • For activities listed on the List of activities usually carried out as a craft, business entities registering these activities must also enter in the register of crafts at the Chamber of Craft and Small Business of Slovenia (OZS) ex officio.
        This applies for the following activities/services:
      • mechanical crushing of metal waste from used cars, washing machines, bikes etc.;
      • mechanical reduction, cutting of large metal pieces such as railway wagons;
      • reclaiming of non-metal waste and objects to produce secondary raw;
      • materials reclaiming metals out of photographic waste, e.g. fixer solution or photographic films and paper;
      • reclaiming of rubber such as used tyres to produce secondary raw;
      • material sorting and pelleting of plastics to produce secondary raw material for tubes, flower pots, pallets and the like crushing,
      • cleaning and sorting of glass crushing;
      • cleaning and sorting of other waste to obtain secondary raw;
      • material processing of used cooking oils and fats into secondary raw;
      • materials processing of other food, beverage and tobacco waste and residual substances into secondary raw materials.

        • Regulation on subsidiary on-farm activities

        • A subsidiary on-farm activity may start to be implemented after the finality of the permit for the pursuit of subsidiary on-farm activity and after all conditions determined by the sector regulations for the start of pursuing an individual subsidiary activity are fulfilled.

          This applies for the following activities/services:

        • Collection and composting of organic waste.

        In this subclass includes processing residues, waste and obsolete objects in secondary raw material. Processing Procedures are either mechanical or chemical. Typically, you can input material, either sorted or not, as a rule, unsuitable for direct use in an industrial process. Output material is well-suited for further processing and is thus taken into account as a semi-finished product.

        This class includes:

        • mechanical crushing of metal waste from used cars, washing machines, bikes etc.;

        Cross-border/temporary provisions of activity

        Performance of the activity in Slovenia is possible on cross-border/temporary basis. Prior to commencing the service, you must submit a written application to the competent authority.


        The provider that is established and meets the conditions for the pursuit of craft activities in the EU Member States, EEA or the Swiss Confederation, may occasionally carry out craft activity without establishment in the Republic of Slovenia. Before the first pursuit of an activity, the provider must lodge an application with the Chamber of Craft and Small Business of Slovenia.
