Residential nursing care activities (88.109)

This SCA code includes activities and services for which entrance and/or other conditions for the commencement and pursuit of an activity are established. 

Regulations and conditions:

  • Social Care Act

The network of social care services providers is determined in the Resolution on the National Social Assistance Programme (NPSV) for the 2013 to 2020 period.

The state or municipalities establish public institutions, the Ministry of Labour, Family, Social Affairs and Equal Opportunities grants the work permit in accordance with the framework goals of the NPSV and, with regard to the needs and possibilities, publishes tenders for concessions. Municipalities are competent to publish tenders for the implementation of help in home social care services.

This includes social, counselling and charitable services, as well as similar services offered to the elderly and disabled persons, as well as their families in their homes or elsewhere, and are carried out by public services, private institutions or individuals, organisations that offer help at accidents, local self-help organisations and specialists in counselling services etc.:

  • help and care for the elderly, the disabled and persons that need other forms of help in their homes,
  • daily care for the elderly and disabled,
  • employment rehabilitation of the disabled (where education is not a primary services),
  • help and care for the elderly, the disabled, persons that need other types of help at home.

The conditions for appropriate staff are also determined:

  • professional worker,
  • professional co-worker;
  • lay worker (for carrying out basic and social care),
  • workers with a national professional qualification and who have passed training according to the verified programme (for help at home);

  • employment rehabilitation of the disabled (where education is not a primary services).
This also entails the implementation of social inclusion programmes.
