Transmission of electricity

The transmission system enables a reliable and quality electricity supply from producers to major consumers and distribution companies. The activity is performed in the form of a public utility service.

The tasks of the system operator of the transmission network are performed by the public utility company ELES, d. o. o. A concession needs to be obtained for the performance of this activity.

Conditions

  • To pursue the activity, it must be registered as a public utility service.

    Companies provide material public goods to meet the needs of the public if these cannot be met by the market.

    Legal basis

  • The Republic of Slovenia as the concession provider can provide a concession for the implementation of the public utility service of electrical energy transmission operator for the entire territory of the Republic of Slovenia for a maximum period of 50 years.

    The Government of the Republic of Slovenia issues a decision granting the concession for the implementation of the public utility service under this regulation to the concessionaire without a public tender. Mutual relations between the government and the concessionaire are specifically regulated in the concession contract. The concession fee is not paid for by the concession.

    The system operator activity can be implemented by a concessionaire who fulfils the following conditions:

    •  owns a transmission system;
    • system operator certificate and
    • has been appointed as a system operator.

  • Transmission system operators, and system and distribution operators must prepare a development plan for the system and acquire the consent of the minister responsible for energy. Development plans must be prepared for at least ten years, and must be harmonised with the National Energy Development Plan.

    Operators must adopt development plans for the system every two years.

    A development plan must define main infrastructure for electricity transmission and distribution which must be constructed or reconstructed in the next decade to facilitate reliable supply.
