Decision on higher education institution accreditation

Prior to adopting the act on incorporation, the founder must acquire the decision on the higher education accreditation from the Slovenian Quality Assurance Agency for Higher Education.

The competent authority that verifies the fulfilment of conditions for acquiring the accreditation and issuing the appropriate decision is the Slovenian Quality Assurance Agency for Higher Education.

Higher education institutions are assessed by fields of work:

  •  integration in the environment;
  • operations of the higher education institution;
  • staff, students;
  • material conditions;
  • quality assurance;
  • innovation and developmental goals.

For acquiring the higher education institution accreditation decision, the founder must submit the application at the competent authority.

After receiving a complete application, the Slovenian Quality Assurance Agency for Higher Education (hereinafter referred to as the Agency) appoints a group of experts.

The group of experts prepares a report on the fulfilment of criteria for the first higher education institution accreditation in three months from the submission of a complete application.

The report on fulfilling the criteria for the first higher education institution accreditation is sent directly to the Agency's council.

The Agency's council decides on the first accreditation of the higher education institution based on the report of the group of experts within three months after the report is prepared.

In the first accreditation procedure, the Agency's council can:

  •  award the accreditation of the higher education institution for seven years or
  • reject the application for the higher education institution.

In case of rejection of the application for the higher education institution accreditation, the applicant can once again submit the application for the first accreditation of the higher education institution after two years from the receipt of the Agency council's decision.

  • The founder cooperates with the business and non-business sectors in study, science and research and artistic fields for which the higher education institutions is being founded. On this basis, the founder plans the enrolment of students.

    Job opportunities for graduates are established on the basis of expert analyses of the Employment Service of Slovenia, competent chamber, associations, etc.

    Legal basis

  • The mission and vision which clearly show educational, scientific and research, artistic and professional objectives are defined.

    The strategy of a higher education institution includes a plan of, and manners for, the attainment of the objectives.

    The internal organisation plan of a higher education institution which facilitates successful operation of the institutions with its consistency clearly shows the competences, tasks and obligations of the management, all employees and students.

    Fields for which the institution is being founded and which will determine study programmes are defined:

    • study or artistic fields according to the ISCED and KLASIUS classifications,
    • and scientific disciplines according to the Frascati Manual.

    Educational, scientific and research, artistic and professional operations of the founder has been shown in fields in which the institution will provide education and carry out research with research, scientific and artistic programmes and projects recognised by the profession that are carried out during the assessment.

    Teaching contents are defined that are justified by the achieved and actual scientific and research, and artistic and professional work of lecturers. The quality of learning outcome and competences is planned which will make graduates employable or facilitate further education.

    Scientific and research, and artistic and professional cooperation of the founder in the field for which the institution is being founded is established with other higher education institutions institutes, companies or other organisations in Slovenia and abroad.

    The founder concludes contracts with companies and other organisations, and their mentors on practical education for the anticipated number of enrolled students when such education is part of the study programme. Higher professional education institutions must also prepare plans for practical education (professional practice).

    Legal basis

    • A suitable number and structure of participating higher education lecturers, scientific workers and higher education workers who carry out science and research, artistic and professional work in the fields in which study programmes are planned are proven by a personnel plan and evidence of the forms of their participation.
    • All higher education lecturers and workers have valid titles or it is proven that they are in the procedure of acquiring a title.
    • Draft criteria for election to titles “higher education lecturer”, “scientific worker” and “higher education worker” take into account the minimum standards of the agency for election to titles.
    • The number of higher eduction lecturers and scientific workers if so determined by the statute is sufficient for the formation of the Senate of an higher education institution.
    • The rules on election of members of the Senate ensure equal representation of all study fields, scientific disciplines and artistic fields of the higher education institution.
    • The structure and number of support workers (expert, administrative and technical workers) will facilitate high-quality assistance in the implementation of study programmes.
    • The person responsible for student matters will be employed by the higher education institute.

    Legal basis

  • Higher education teachers are the carriers of education, art and research programmes. At their work, they follow and contribute to the development of science, art and profession in the field for which they have been elected, independently develop a certain area of science, art or profession and provide for the transfer of their knowledge.

    Higher education teacher titles are:

    • professor, associate professor,
    • assistant professor,
    • lecturer (for implementing language classes);

    for the implementation of higher education professional programmes also:

    • higher education lecturer,
    • lecturer.

    Higher education teachers with the exception of professors all acquire their titles for a five-year period. Professors receive their title permanently. Candidates can be elected to win titles for areas as determined by the higher education institution. A candidate can receive a title for one or several areas of work.

    A candidate can receive a title with an appropriate education and verified pedagogical abilities and if they fulfil other conditions determined in the Minimum standards for election of titles of higher education teachers, scientific workers and higher education associates at higher education institutions.

    Details

  • Scientific associates perform a scientific research programme.

    Their titles are:

    • scientific councillor,
    • higher scientific associate,
    • scientific associate.

    Scientific associates with the exception of scientific councillors receive their title for a five-year period. Scientific councillors receive their title permanently. Candidates can be elected to win titles for areas as determined by the higher education institution. A candidate can receive a title for one or several areas of work.

    A candidate can receive a title with appropriate education and verified pedagogical abilities and if they fulfil other conditions determined in the Minimum standards for election of titles of higher education teachers, scientific workers and higher education associates at higher education institutions.

    Details

  • Higher education associates cooperate in the implementation of education, scientific and research as well as art disciplines. The titles of higher education associates are:

    •  assistant,
    • librarian,
    • professional councillor,
    • senior professional councillor,
    • professional associate,
    • teacher of skills.

     Assistants receive their titles for a three-year period. Higher education associates receive other titles for the periods determined in the higher education institution statute.

    Candidates can be elected to win titles for areas as determined by the higher education institution.

    A candidate can receive a title for one or several areas of work.

    Details

  • Advisory services about enrolment and information on studies will be provided.

    Direct inclusion of students in professional, scientific and research, and artistic work will be facilitated.

    Students will be suitably organised and able to participate in management bodies.

    Legal basis

  • Higher education providers must have suitable premises and equipment, and meet the conditions regarding technical equipment, safety at work and other prescribed conditions.

    The following material conditions must be met:

    • premises and equipment suitable for the implementation of the planned study programmes and other related activities of the institute, and comply with the anticipated number of enrolled students.
    • Premises and equipment are suitable (adapted) to students with special needs.
    • They are accompanied with evidence of ownership or lease of premises and equipment at a location which operations uninterrupted implementation of study programmes, and scientific and research, and artistic and professional activities of the higher education institution.
    • An assessment of funds required for the establishment and operation of the higher education institution has been carried out, and the anticipated sources of funds have been stated.
    • Funds are ensured for all study programmes the institution intends to carry out at least for the duration of the accreditation period .
    • The founder has advanced information and communication, and other equipment required to carry out the planned study programmes, and scientific and research, and artistic and professional operations.
    • The library in the higher education institution provides suitable library-related information services, access to library material from fields of the planned study programmes, and scientific and research, and artistic and professional fields the institution develops.
    • Study materials and electronic databases must comply with the contents and level of the study programmes.

    Legal basis

  • Founders of higher education institutions provide a plan to establish an internal quality system in the institution, and take into account the following criteria and EU standards:

    • regular collection and analyses of information on the learning outcome of students and education in general, and other related activities;
    • inclusion of all employees, students and other stakeholders in quality assessment of the operation of the institute;
    • establishment of shortcomings in the pursuit of activities, and deviation from the planned activities and achievements;
    • regular information to students and other stakeholders on measures for quality improvement;
    • planning of periodic self-evaluations.
    Quality manuals clearly define self-evaluation procedures that will facilitate regular monitoring and improvement of quality, competitiveness and efficiency of education, scientific and research, and artistic and professional work; stakeholders involved in this, and their roles.
