Driving instructor permit

A driving instructor’s permit is issued to an individual who fulfils the prescribed conditions for performing the work of a driving instructor.

The application for the issue of the permit is lodged at an administrative unit that manages the procedure, verifies the conditions and issues a permit.

A driving instructor permit is issued for five years, or for a shorter period if such a limitation is specified in the driver's licence.

  • The permit can be obtained by a person of at least 24 years of age.

  • The candidate must have had a valid driving licence for the appropriate category for at least five years.

  • An individual must have secondary education of any type.
  • An individual must undergo the training for a driving instructor for the appropriate category of vehicles and pass a test that comprises the professional/theoretical and practical parts. After a successfully concluded training programme, an individual receives a certificate. Training and tests can be passed at the organisation that is authorised to perform training programmes.

    Legal basis

  • The proposer for the acquisition of a licence for driving instructor cannot be sanctioned, or the following security measures may not be imposed on him/her:

    • impunity in the field of road traffic

      In the register of penal points, an individual may not have more than 5 penal points entered which are imposed for violations against road traffic safety. Impunity in the field of criminal offences.
    • The proposer may not be convicted or indicted

      In criminal proceedings in the previous three years for a criminal offence against life and body, a sexual offence or offence of endangering public traffic, or for a criminal offence of violence.Impunity in the field of serious misdemeanour
    • The proposer may not have been sentenced for two or more serious misdemeanours against public order and peace.

    In the past two years,

    • the proposer was not sanctioned with any security measure of withdrawal of driving licence,
    • termination of validity of driving licence or prohibited from using his/her driving licence due to driving under the influence of alcohol or prohibited drugs, psychoactive drugs or other psychoactive substances, or due to the refusal to take a test with the appropriate means, devices or professional examination for preventive purposes, or if the proposer is under the influence of alcohol, or if the proposer rejects a test with a device or means for the rapid establishment of the presence of prohibited drugs, psychoactive drugs or other psychoactive substances, or due to the refusal to undergo a professional examination, or
    • sanctioned against driving a motor vehicle of a certain type or category due to driving under the influence of alcohol.

Renewal term

A driving instructor is obliged to renew and upgrade his or her knowledge every year.

It is considered that the driving instructor renewed and upgraded his or her knowledge in the past year if s/he lectured on education courses, or was involved in supplementary training, or if s/he cooperated in the preparation of training or additional training.

It is considered that the driving instructor renewed and upgraded his or her knowledge in the past year if s/he prepared a seminar paper on a topic as specified by the public agency (STSA).
