Complementary and alternative medicine

Complementary and alternative medicine are activities performed by practitioners for the purpose of improving the health of the user of the service. Complementary and alternative medicine includes measures and activities based on complementary and alternative medicine systems and methods which are performed in a way that does not harm human health. 

The complementary and alternative medicine system is an organised system, which includes theoretical bases, education, training and the practice of complementary and alternative medicine. The following systems are used in the practice of complementary and alternative medicine: traditional Chinese medicine;

  • Ayurveda – traditional Hindu medicine;
  • homeopathy;
  • other types of complementary and alternative medicine.

The method of complementary and alternative medicine is a method of the complementary and alternative medicine practitioner’s approach to improving health of clients. As per their fundamental manner of implementation, the methods of complementary and alternative medicine are defined as:

  • »methods of interaction between the body and mind" are methods which enhance the ability of the mind to impact the functioning of the body;
  • »biologically-based methods« are methods in which food, medicinal herbs and micronutrients are used for the treatment and also prevention of diseases;
  • »manipulative and physical methods« are methods which heal and also prevent diseases by moving parts of the body, and
  • »energy methods« are methods of influencing the biofield and interacting with the biofield. The biofield is supposed to be at least a partly coherent endogenous bioelectric field of organisms, which reflects their biological state.

A practitioner is permitted to perform complementary and alternative medical practice if he or she has adequate premises and equipment and holds a valid licence for the practice.

If the the user of the service or his or her guardian so desires, a practitioner of complementary and alternative medicine may exceptionally perform the practice on the user or his or her family members at the home of the user of the service.

Conditions

  • Registration and appropriate status form are required in order to pursue the activity.

    A national or foreign natural person or legal entity may perform activities of complementary and alternative medicine on the basis of a permit issued by the chamber.

    A natural person may perform activities of complementary and alternative medicine as an individual sole trader or an individual performing activities of complementary and alternative medicine and holding a valid licence.

    Legal basis

  • A complementary and alternative medicine provider is a person who implements complementary and alternative medicine. They are adults with acquired minimum high school health care education or minimum high school professional education as well as they passed the test in health care contents and have a valid licence.

    Homoeopathy, chiropractics and osteopathy can only be performed by persons with a medical degree, acquired knowledge in homoeopathy, chiropractics or osteopathy and a valid licence. The professional title complementary and alternative medicine provider can only be used by the person who fulfils all the conditions mentioned below.

    The title is written after the personal name. A complementary and alternative medicine provider can add the title that is determined by the Complementary and Alternative Medicine Chamber based on the implementation of the dominating complementary and alternative medicine system or method.

    A complementary and alternative medicine provider must implement this activity in accordance with the occupational ethics code of complementary and alternative medicine providers and standards.

    Standards of complementary and alternative medicine activity are the rules of the implementation of complementary and alternative medicine activity that determine professional approaches for implementing an individual complementary and alternative medicine system and method.

    A complementary and alternative medicine provider is obliged to perform the activity with due diligence and may not worsen the health of the service user with their actions or failure to act. A complementary and alternative medicine provider is professionally responsible for the conduct of other persons who work under their supervision.

    Details

  • The licence for complementary and alternative medicine can be performed based on the permit awarded by the Complementary and Alternative Medicine Chamber. Until the establishment of the Complementary and Alternative Medicine Chamber, the licences are awarded by the Ministry of Health.

    For acquiring the permit, the service providers must fulfil the minimum technical requirements, sanitary health conditions and have appropriate equipment, tools and staff.

    The Complementary and Alternative Medicine Chamber and the Ministry of Health will withdraw the licence for the performance of complementary and alternative medicine:

    •  if the provider of the complementary and alternative medicine services doesn’t fulfil spatial and staff conditions;
    • if the permit was acquired by providing false data;
    • if the provider of complementary and alternative medicine services doesn’t eliminate deficiencies found during an expert inspection following the proposal of a competent inspector.

Performance of the activity in Slovenia is possible on cross-border/temporary basis. Prior to commencing the service, you must submit a written application to the competent authority.
