Construction of residential and non-residential buildings
The activity includes:
- construction, renovation and restoration of
- residential buildings:
- single-dwelling buildings,
- multi-dwelling buildings (such as the two-dwelling buildings, apartment blocks, multi-storey buildings, buildings with maintained apartments etc.);
- residential buildings for specific purposes (such as homes for the elderly, students, refugee centres etc.),
- non-residential buildings:
- hotel trade buildings (such as hotels, restaurants etc.),
- administrative and office buildings,
- commercial and other buildings for service activities,
- buildings for traffic and the performance of electrical communications (such as stations, terminals, radio and television facilities, garages etc.),
- industrial buildings, workshops, storage facilities,
- buildings of a general social character (cinemas, museums, libraries, schools, faculties, hospitals, sports halls etc.),
- agricultural buildings, and buildings for religious services.
- Setting of concrete prefabricated buildings.
In the event that the activity is being pursued as a craft, it is necessary to obtain a craft business permit and be entered in the Craft Register at the Chamber of Craft and Small Business of Slovenia.
The following must be provided by the provider in case of construction or other jobs:
- for demanding facilities he/she must appoint a responsible works manager for demanding facilities;
- and for non-complex simple and less complex facilities a responsible works manager for non-complex, simple and less complex facilities.
When the provider only performs individual jobs in the construction, he/she must appoint a responsible manager of individual works for those works he/she is qualified for.

A works manager at the Slovenian Chamber of Engineers (IZS) is a person who meets the prescribed requirements and is entered in the register of works managers at the Slovenian Chamber of Engineers (IZS).
Persons shall be entered in the register who have successfully passed professional examination for a works manager after having acquired adequate formal qualifications and gained at least three years of work experience, who took out the adequate liability insurance for damages, and who are not prohibited from practising the profession.
The works manager is responsible to the contractor of construction works for the completed works’ compliance with the design documents, the regulations specifying in detail the essential and other requirements, as well as the regulations governing safety and health at the construction site.
Responsible works managers are certified in individual professional fields as follows:
- construction;
- mechanical engineering;
- electrical engineering;
- technology, forestry and safety at work;
- geotechnology and mining;
- fire protection.
Depending on the type of the structure or the works, a different level of education is required for works managers. Accordingly, the Slovenian Chamber of Engineers (IZS) classifies the profession of a works manager into:
- Vz – Works Manager – first-cycle study programmes
- Vm – Works Manager – higher technical education
- Vnp – Works Manager – secondary technical education

The works manager at the Chamber of Craft and Small Business of Slovenia (OZS) is a person who meets the prescribed requirements and is entered in the register of works managers at the Chamber of Craft and Small Business of Slovenia (OZS).
Persons shall be entered in the register:
- those who meet the requirements for a master craftsman in construction activities, or
- craftsmen in construction who hold a crafts licence.
The works manager is responsible to the contractor of construction works for the completed works’ compliance with the design documents, the regulations specifying in detail the essential and other requirements, as well as the regulations governing safety and health at the construction site.
The tasks of the works manager at the Chamber of Craft and Small Business of Slovenia (OZS) are as follows:
- management of particular works of COMPLEX and LESS COMPLEX structures;
- management of construction of UNCOMPLEX structures.

The works manager at the Chamber of Commerce and Industry of Slovenia (GZS) is a person who meets the prescribed requirements and is entered in the register of works managers at the Chamber of Commerce and Industry of Slovenia (GZS).
Persons shall be entered in the register who:
- meet the requirements for construction site foreman
The works manager is responsible to the contractor of construction works for the completed works’ compliance with the design documents, the regulations specifying in detail the essential and other requirements, as well as the regulations governing safety and health at the construction site.
Works managers at the Chamber of Commerce and Industry of Slovenia (GZS) shall carry out:
- management of particular works of COMPLEX and LESS COMPLEX structures
- management of construction of UNCOMPLEX structures.

The right to pursue a craft activity for which suitable vocational qualifications are necessary, is obtained based on the craft business permit and entrance in the Craft Register at the Chamber of Craft and Small Business of Slovenia.
Craft business permit is proof of fulfillment of the conditions for performing an activity.

Cross-border/temporary provisions of activity
The provider that is established and meets the conditions for the performance of craft activities in the EU Member States, EEA or the Swiss Confederation, may occasionally carry out commercial activity without establishment in the Republic of Slovenia.
For craft activities, which may present a serious risk to public health or safety, the provider must apply for an authorization to periodically perform a craft activity at the Craft and Small Business of Slovenia.
