Distribution of natural gas

The distribution of natural gas consists of the takeover of gas from the transmission system and its transport in towns and settlements to the distribution network of the connected consumer.

The distribution of natural gas is performed by operators. Slovenia currently has 16 operators of the distribution system which distribute natural gas in more than 70 local communities.

Distribution system operators are responsible primarily for the development of the natural gas distribution network, safe operations, the maintenance and provision of adequate capacity of the system and measuring consumption.

Conditions

  • To pursue the activity, it must be registered as a public utility service.

    Companies provide material public goods to meet the needs of the public if these cannot be met by the market.

    Legal basis

  • The implementation of the public utility service activity, i.e. distribution system operator, can be ensured by a local community on the part of their territory or on the entire territory.

    A concession relationship is concluded between the local community and the distribution system operator.

    The local community grants an exclusive right to perform a selective local public utility service activity, i.e. distribution system operator for a maximum of 35 years.

  • The activity of a distribution system operator may be pursued by a legal entity or a natural person that:

    •  has the right to provide this utility service, own or leases the distribution system that may operate in accordance with regulations;
    • and is appointed distribution system operator.

    Legal basis

  • For the use of the natural gas system, the system user is obliged to pay a network charge covering the eligible costs of system operators. The system operator determines the eligible costs of system operators, network charge and other sources for covering the costs in the regulative framework after a preliminary consent of the Agency.

    The request for issuing a consent to the regulative framework must be filed by the system operator at the Agency by 15 July of the year prior to the first year of the regulative period to which the consent refers.

    The system operator must prepare an investment plan for determining the regulative framework.

  • Distribution system operators must carry out measurements of parameters of service quality, calculate these parameters and submit them to the Agency.

    System operators may authorise another person to carry out monitoring, but operators remain responsible for correct and prompt monitoring, and submission of information to the Agency.

    The Agency may carry out the supervision of quality of a natural gas system operator over the person who carries out monitoring.

    Following supervision, the Agency's authorised person draws up a report which includes the assessment of the suitability of monitoring.
