Schools providing education according to publicly applicable study programmes must have implementing study programmes, professional staff meeting the conditions determined by the Act and premises and equipment determined by the minister after a preliminary opinion of the relevant chamber or employers' association.

Schools must employ a director or a head teacher and an organiser of practical education, and a clerk for study and student matters, and conclude employment contracts with other expert workers. Job contracts may be concluded if uninterrupted implementation of a higher education study programme must be provided, and with only one person who is suitably educated to carry out the tasks that are the subject of the contract.

In addition to lecture rooms, other classrooms and laboratories, schools must have a library, an administrative office for students and facilities for expert workers. All facilities must be located in a place that facilitates the uninterrupted implementation of the study programme.

Schools must conclude contracts with employers that provide practical education for full-time students. Employers must provide places for practical education for at least half of the anticipated number of part-time students.

Every five years, the ministry ex officio and even earlier upon the proposal of the national agency or inspectorate competent for education once again verifies the fulfilment of conditions.

• instructor in higher vocational education;
• laboratory technician in education;
• librarian in education.

• education implemented according to programmes for obtaining higher vocational education and implemented by higher vocational schools.
