Transport by air may be implemented by a legal entity or a natural person who obtains operating licence issued by the Agency, in accordance with the regulations of the European Union and this Act if an operating licence is required as per the type of transport.

Other activities in air transport may be implemented by a legal entity or a natural person who obtains a suitable certificate or authorisation as per the provisions of this Act and regulations issued pursuant thereto.

Non-commercial activities in air transport may be implemented by a legal entity or a natural person who meets the prescribed conditions relating to the airworthiness of the aircraft and has a suitable licence for flight crew or suitably licensed flight crew for the implementation of such activities as per the provisions of this Act and regulations issued pursuant thereto by the minister responsible for transport.

These include:

• transport freight by air over regular routes and on regular schedules;
• non-scheduled transport of freight by air.

• chartering air transport equipment with an operator for the purpose of freight transport.
