Implementation of efficiency tests of plant protection products (PPP)
The activity of implementing efficiency tests includes tests and analyses to acquire the data on the efficiency of plant protection products which are a part of PPP registration documentation.
Prior to pursuing the activity, a contractor must acquire a decision on the appointment to conduct PPP efficiency tests issued by the Administration of the Republic of Slovenia for Food Safety, Veterinary Sector and Plant Protection (UVHVVR).
Only those plant protection products may be placed on the market and used in the Republic of Slovenia which have:
- a decision on the registration or
- a permit in emergencies or
- a parallel trade permit or
- a research and development permit.

Conditions

A contractor must obtain the decision on the appointment for conducting efficiency test of PPP prior to the implementation of the activity.
A contractor must also acquire a certificate on the fulfilment of the conditions of good experimental practice for the official recognition of efficiency test for the registration of PPP: These conditions are examined and confirmed by the competent authority within the scope of appointment and the issue of the decision.
An application for the appointment is lodged with the competent authority.
The committee establishes the fulfilment of conditions by reviewing the documentation and the on-site inspection. The competent authority issues a decision on the appointment for five years and enters the contractor in the contractors' list.
A contractor must provide expert staff, appropriate technical equipment, facilities and agricultural areas. A contractor must have a suitable reference and provide the incompatibility of interests.

The performance of experiments for the contracting authority, who will lodge the documentation from these experiments in the registration procedure for PPP, must be in terms of incompatibility of interests separate from the official evaluation of this documentation in the registration procedure with the competent authority which must be clearly evident from the evidence on the references and organisational scheme attached to the application.

An applicant who wants to trade in PPP requests for the registration by himself or through a representative in each individual Member State where he plans to trade in PPP.
The competent authority decides on the registration of PPP on the basis of the consent of the authority competent for chemicals.
The request must include the following information:
- list of the foreseen use in each zone and Member States where the applicant lodged or intends to lodge a request;
- a proposal which Member State should assess the request for the respective zone. In the case of the request for the use in greenhouses, treatment after the harvesting, treatment of empty warehouses and treatment of seeds, only one Member state is proposed to assess the application taking into account all suitable zones,
- copies of all registrations already issued for this respective PPP in the Member State; and
- if appropriate, the copies of all resolutions of Member States assessing the equivalence.
Upon submitting a request, the applicant may demand that some information and some parts of documentation remain confidential and physically separates this information.
An application for the registration must be drawn up in the Slovenian language, whereas the documentation attached to the application may be in the Slovenian, English or German language or exceptionally also in other official language of the European Union, if the competent authority consents.

Trials or test for the research or development purposes which include the emission of the non-registered plant protection product (PPP) into environment or include prohibited use of PPP may be implemented only on the basis of the issued research and development permit.
The permit may restrict the consumed quantity and discussed areas and determine additional conditions for the prevention of harmful impacts on the health of people and animals and unacceptable harmful environmental impacts.
The competent authority decides on the research and development permit.
An applicant lodges the application with attachments with the competent authority.
