Regulations and conditions:
The navigation on each inland waterway is regulated by the local community for its area taking into account the natural resources by means of a general act establishing a navigation regime due to navigation safety when performing tourist, sports and recreational activities or activities, and the promotion of their development. When establishing the navigation regime the local community must comply with the provisions of this Act and the regulations based on it, the regulations on environmental protection, nature and water conservation, freshwater fishing and area management and natural resources and other conditions which ensure the protection of human life and the environment. Conditions for ships: The ship can navigate within certain navigation limits and for a specific purpose, provided it meets the prescribed conditions (Article 18) and entered in the registry of ships. For commanding ships it is necessary to obtain the title of a ship crew member. Professional examination for obtaining the title of a ship crew member is taken at the Slovenian Maritime Administration which also issues mandates to ship crew members for performing the tasks of a particular title if they fulfil the prescribed conditions. Conditions for boats: The qualification of the vessel for navigation is established by basic, regular and irregular inspections performed on vessels up to 12 metres by the Slovenian Maritime Administration or the classification institution, which is a full member of the International Association of Classification Societies, and on vessels over 12 metres by the classification institution which is a full member of the International Association of Classification Societies or another classification institution authorised by the minister based on a call for tenders. All boats must be entered in the registry of boats, except: If the boats from points 2 and 3 are intended for carrying out economic activities, they must be entered in the registry of boats. The boats are entered in the registry kept by the administrative unit where the boat is located and used. The registry of boats is a public book. A boat may be operated by a person whose capacity to operate boats was established in a prescribed manner and has been issued a relevant document which that person must have with them at all times when operating a boat. The procedure of establishing qualifications for operating a boat and issuing relevant documents is conducted by the Slovenian Maritime Administration. Source: Ministry of Infrastructure |
