Regulation (EU) no. 2019/1148 on the marketing and use of explosives precursors
It aims to prevent the illegal production of explosives and lays down rules throughout the EU regarding the making available, introduction, possession and use of certain substances and mixtures.
The Regulation restricts the availability and use of the nine substances ("restricted" explosives precursors) listed in Annex I to the general public (natural persons). However, it allows the general public to have access to these substances through a licensing and registration system. Operators who manufacture or import and trade in Annex I substances in such a way that they can also be made available to the general public must label these substances accordingly. Legal entities (economic operators) can continue to procure and use these substances without restrictions.
In addition to that limitation, the Regulation stipulates that economic operators must report to the competent authority in their country all suspicious transactions, disappearances and thefts of substances in Lists I and II. List II contains a list of substances that are not restricted but also pose a certain risk for the purpose of the Regulation (explosives precursors listed in Annex II).
National provisions implementing Regulation (EU) No 98/2013 is defined by the Decree on the implementation of the Regulation (EC) on the marketing and use of explosives precursors (Official Gazette of the Republic of Slovenia, Nos. 28/2016 and 54/2017). The bodies responsible for its implementation are the Office of the Republic of Slovenia for Chemicals and the Police, and supervision is also performed by the Financial Administration of the Republic of Slovenia.

Legal and natural persons who produce hazardous chemicals in the territory of the Republic of Slovenia, trade in hazardous chemicals, store hazardous chemicals as an activity entered in the register or an activity defined in the founding act or use hazardous chemicals in accordance with the Regulation 1272/2008 / EC classified as:
- acutely toxic (oral, dermal, inhalation), hazard categories 1, 2 and 3,
- germ cell mutagens, hazard categories 1A and 1B,
- carcinogenic, hazard categories 1A and 1B,
- toxic for reproduction, hazard categories 1A and 1B,
- Specific target organ toxicity for single exposure, hazard category 1,
- Specific target organ toxicity on repeated exposure, hazard categories 1
must meet the conditions set out in this Act and be authorized to carry out activities of production of dangerous chemicals, trade in dangerous chemicals, storage of dangerous chemicals or use of dangerous chemicals.

Regulation (EC) no. 273/2004 on drug precursors
Drug precursors
Precursors for illicit drugs
Licenses or registrations are issued by the body responsible for chemicals for operators performing activities with drug precursors.
Operators must obtain a license or registration prior to the commencement of the activity.
For Group 1, operators shall obtain a license. For Groups 2 and 3, however, operators shall obtain registration. From 1 July 2015 users shall obtain a registration from the competent authorities of the Member State in which they are established before possessing scheduled substances of subcategory 2A of Annex I.

Strategic Goods Control Act of special importance for safety and health
Before starting to perform a strategic activity, persons liable shall notify the competent authority or shall obtain an authorization to perform strategic activities
The competent authority responsible for chemicals issues an authorization.
