Other residential care activities (87.900)

This SCA code includes activities and services for which entrance and/or other conditions for the commencement and pursuit of an activity are established.

Social Care Act

The basis for social protection programmes tenders is the ZSV and the Resolution on the National Social Assistance Programme 2013–2020 (ReNPSV13-20).

This involves two types of social care programmes:

  • Public verified social protection programmes (several years) which are selected in an MDDSZR public tender;
  • Developmental and experimental social protection programmes (one year) selected in an MDDSZ tender.

Programmes are verified in accordance with the Rules on the verification procedure concerning social care programmes carried out in social care (information refers to residential groups, refuges, shelters, safe houses and maternity homes).

The conditions are determined for appropriate staff:

  • professional workers,
  • professional co-workers,
  • lay workers (with secondary, high or higher education) for social care programmes.

  • Act on the Pursuit of Foster Care

    A permit to carry out foster care activity may be acquired by a person who has been verified with regard to their suitability at several levels (by the competent social care centre, the Committee for the selection of candidates for the pursuit of foster care), and who completes all the appropriate training.

    Based on completed training, the ministry, competent for family affairs, issues permits for the pursuit of foster care to candidates and enters them in the register of issued permits.

    There are exceptions in the procedure of acquiring a permit for the pursuit of foster care activity, i.e. the relatives of a child or also persons who did not apply to carry out of foster care activity under the provisions of the ZIRD, since this is the only way to ensure protection and education for the maximum benefit of the child. The Rules on the conditions and procedures concerning the pursuit of foster care also stipulate a specific procedure for acquiring a permit for the pursuit of foster care activity.

This entails:
  • social care with accommodation for other persons (excluding the mentally disabled, elderly and disabled) who are not entirely capable of taking care of themselves and who do not want to live independently. Health care or education are not significant elements in the activity of children’s homes;
  • the activity of refuges for the homeless,
  • safe houses activity,
  • educational and correctional facilities for youngsters,
  • foster family activity.
