Small Business Act

If the activity is carried out as a craft, it is necessary to obtain a crafts licence, fulfil the requirement of adequate professional qualifications, and register in the Crafts Register at the Chamber of Craft and Small Business of Slovenia.

This applies to the following activities/services:

• construction of foundations, including pile driving
• drilling for and hand-digging for wells/shafts
• installation of metal structures
• bending of reinforcing steel bars
• concrete work
• scaffolds and work platform erecting and dismantling
• erection of chimneys and ovens (industrial and other)
• damp proofing and water proofing works
• Service activities incidental to elevators and other construction plant and equipment

Building Act

Contractors wishing to carry out construction activities must fulfil the following requirements:

• • must have liability insurance for damages relating to the performance of his business
  • conclude a full-time employment contract or a part-time employment contract in special cases in accordance with the act governing employment relationships with at least one employee who meets the requirements for works manager.

Environmental Protection Act - The Decree on the conditions for the disposal of materials containing asbestos in the demolition, reconstruction or maintenance of buildings, and in the maintenance and decommissioning of plants

Reconstruction or removal of buildings and maintenance works may be carried out solely by a company or sole proprietor registered to perform construction or plant maintenance activities, and possessing an asbestos abatement environmental permit. In case of minor works the environmental permit is not required.

Business persons that carry out a business activity as a craft registered in the Business Register are simultaneously registered, ex officio, in the Crafts Register at the Chamber of Craft and Small Business of Slovenia (OZS).

This applies to the following:

• specialised construction activities, requiring specialised skills, construction plant or equipment 
  
  • de-humidification of buildings
  • steam cleaning, sand blasting and similar activities for building exteriors
  • works with specialist access requirements necessitating climbing skills and the use of related equipment, e.g.  working at height on tall structures
