Regulations and conditions:
Transport by air may be implemented by a legal entity or a natural person who obtained an operating licence issued by the agency in accordance with the regulations of the European union and this Act if the operating licence is required as per that type of transport. Other activities in air transport may be implemented by a legal entity or a natural person who obtained a suitable certificate or authorisation as per the provisions of this Act and regulations issued thereof. Non-commercial activities in air transport may be implemented by a legal entity or a natural person who meets the prescribed conditions relating to airworthiness of the craft and has a suitable licence for flight crew or suitably licensed flight crew for implementation of such activities as per the provisions of this Act and regulations issued thereof by the minister responsible for transport.
