Production and distribution of plants and plant products
In order to perform this activity, you need an entry permit and suitable personnel if it involves the production of plants intended for planting from the V.A.I List and intended for movement for commercial or non-commercial purposes within the EU or if it involves the growing of plants intended for planting from the V.A.II List intended for movement for commercial or non-commercial purposes to protected areas recognised for a particular plant that is a harmful organism.
A protected area is an area that is free of plants that are harmful organisms and the status of which has been officially recognised by the EU Commission.
Plants shall be living plants and specified living parts thereof, including seeds:
- fruit in a botanical sense, with the exception of those that have been preserved by means of deep freezing,
- vegetables, with the exception of those that have been preserved by means of deep freezing,
- tubers, bulbs, rhizomes, and other underground reproductive organs,
- cut flowers,
- branches with leaves or needles,
- leaves,
- foliage,
- tissue cultures,
- live pollen,
- bud-wood, cuttings, scions,
- seeds in a botanical sense, except for those intended for sowing.
Plants intended for planting shall be considered to mean:
- plants that have already been planted and will remain planted or will be transplanted,
- plants that have not yet been planted, but are intended for planting.
Planting is the placing of plants to ensure their subsequent growth, reproduction or propagation.
Plant products are products of plant origin, unprocessed or processed by means of simple procedures, and are not plants. It shall be understood that plant products also include timber, provided that it has entirely or partially retained its natural round surface, with or without bark, or that it includes wood chips, splinters, sawdust, scrap wood or other scrap, and provided that it is used in the transportation of any objects in the form of a barrier, supporting timber, or pallets if it is hazardous for the health of the plants. Prior to the commencement of the production/distribution of plants or plant products from the V.A.I or V.A.II List, producers must be entered into the Register of Producers, Processors, Importers, and Distributors of Plants, Plant Products, and Supervised Objects (FITO Register) kept by the relevant competent authority.
