Production of Christmas trees
The production of Christmas trees includes tree nursing and felling of existing forest trees intended for decoration or festivities.
Christmas trees may be grown or felled only by forest owners in their forests as per the decision in the administrative procedure issued to a forest owner by the Slovenia Forest Service. The decision determines guidelines and conditions for the production of decorative trees.
Prior to felling, a forest owner must visit its district forester of the Slovenia Forest Service and acquire a seal for tree marking. Seals must be applied before felling and transporting of trees from the forest.
A forest owner who sells Christmas trees from its own forest is not obliged to register prior to pursuing its activity, or to lodge an application with a competent forest inspection. Other vendors of Christmas trees must be registered to pursue this activity. If the felling of Christmas trees is carried out by a registered contractor of forest works, the contractor must lodge an application with the forest inspection prior to the first implementation of works.

Applicants who wish to pursue this activity must register the business activity, and have the appropriate legal status.

The Slovenia Forest Service issues the decision in the administrative proceeding to the forest owner on the basis of the forest management plan. The decision determines the guidelines and conditions regarding the implementation of forest works. The decision is issued ex officio. The issuing procedure is free of charge. If the forest owner does not agree with the issued decision, he has the right to lodge a complaint with the Ministry of Agriculture, Forestry and Food.

Transport and sale of Christmas trees are allowed, if the Christmas tree is equipped with the seal in a form of a self-adhesive sticker. Each year the other colour of the seal is prescribed. The seal states the original forest management area and the year of felling. The seals are issued by the Slovenia Forest Service. The seal of the Slovenia Forest Service on Christmas trees is a guarantee that the trees are obtained without any damage to forest and without any negative impacts on the environment.

Before the first implementation of works in forest, the contractors must submit the competent forestry inspection the evidence on the professional qualification of workers and prove that they comply with the conditions related to the safety at work. On the basis of the application, the competent forestry inspection enters the contractor on the list of contractors of forest works.
