Provision of exchangeable postal services

Exchangeable postal services are postal services that are included in the range of universal services, since they are sufficiently exchangeable with the universal service.

Exchangeable postal services entail:

• receipt, forwarding, transport and delivery of postal shipments to 2 kg;
• receipt, forwarding, transport and delivery of postal packages to 10 kg;
• registered and value postal shipments.

A preliminary written or electronic notification to the Agency for Communication Networks and Services of the Republic of Slovenia (AKOS) is required for the implementation of exchangeable postal services. The competent authority issues a declaratory order based on the assessment of the postal services market analysis, subsequently, a contract on accessing the postal network must be concluded with Pošta Slovenije, d. o. o.

The provider of exchangeable postal services is also in charge of appropriate delivery of postal items. Postal items are delivered to the house letterbox or post office box at the premises of the service provider. Postal items are delivered in person to the addressee or person authorised for taking over postal items or to the adult member of the household or person employed at the addressee's household.

The provider of exchangeable postal services is obliged to pay fees to AKOS. They must keep separate accounting records, publish general conditions and prices and adhere to the principle of confidentiality and data protection.
