This includes:

  • managing programmes for the enhancement of personal welfare: health, education, culture sports, recreation, the environment, accommodation, social services;
  • managing research and development policies and the relevant funds for these fields

These include:

  • sponsoring cultural and sports activities;
  • providing public funding to artists;
  • managing programmes for supplying drinking water;
  • managing programmes for collecting and removing municipal waste;
  • managing natural protection programmes;
  • managing residential programmes
