Temporary employment agency activities (78.200)

Based on the fourth paragraph of Article 6 of the Employment and Insurance Against Unemployment Act, the ministry responsible for labour can conclude a concession contract to authorise an organisation or an employer fulfilling staff, organisational and other conditions, to carry out professional tasks of labour brokerage, which also include the provision of temporary and occasional work to pupils and students, employment brokerage, preparing an employment plan and the implementation of active employment policy.
An organisation and/or an employer may provide workers' work to another employer, provided that they fulfil the staff, organisational and other conditions and that prior to the start of the activity they are entered in the registry of agencies providing work kept by the ministry responsible for labour.
Staff, organisational and other conditions for carrying out the activity of employment and work brokerage and for carrying out the activities for the provision of workers' work to another employer are defined in the Rules on conditions for performing activities of employment agencies.

Activities/services in accordance with the explanatory notes to the standard classification of activities:

This sub-class includes temporary employment agency activities for the replacement, seasonal employment, temporary special tasks and projects. The client monitors the labour force, which is paid by an employment agency.

• Leasing of workers for temporary employment to other companies;
• a business entity lends workers to another business entity (in case of temporary employment agency activities, the client is classified in accordance with the activity which is actually performed (e.g. manufacturing). The contractor is classified in sub-class 78.200. In the event of long-term or permanent employment brokerage the client is classified in accordance with the activity which is actually performed (e.g. manufacturing).
