Trade in firearms
A legal entity or a sole proprietor (hereinafter referred to as: entrepreneur) can start trade in firearms after obtaining a permit from the Ministry of the Interior.
Trade in firearms means the production, repair, processing, trade, exchange, lending, donation and inheritance of firearms, ammunition and parts of firearms. Companies and entrepreneurs who meet the general conditions for the operation of a company and special conditions, except for lending, donating and inheritance of firearms, can engage in trade in firearms.
The individual terms used have the following meaning:
- Production of firearms means production of new firearms or parts of firearms.
- Production of ammunition means its manufacture and refilling. Refilling of ammunition for an individual's own needs for firearms for which they have been issued a firearm licence is not considered production of ammunition.
- Repair of firearms means eliminating malfunctions and replacing or installing original parts of firearms.
- Modification of firearms means shortening or extension of firearms, change of the calibre of the firearm, replacement or installation of parts of firearms, and other modification of firearms that affects their functioning and technical properties.
- Trade in firearms means the purchase of firearms, ammunition and parts of firearms for further wholesale and retail sale, mediation in the purchase and sale, and storage of firearms.
- Exchange of firearms means that each contracting party undertakes to hand over firearms of the same type to the fellow contracting party in such a manner that the latter will obtain the ownership rights to the firearms.
A trader must notify the ministry in charge of interior affairs in writing within eight days of any change in legal status, change of the responsible person or changes regarding its employees who perform direct work related to trade in and transport of firearms and ammunition. If the trader changes its activity, it must obtain a new permit, while in the event that it ceases its activity, it must hand over the issued permits and records it is required to keep to the competent authority within eight days.

A legal entity or an entrepreneur can start trade in firearms after obtaining a relevant permit from the Ministry of the Interior.
If the trader changes its activity, it must obtain a new permit, while in the event that it ceases its activity, it must hand over the issued permits and records it is required to keep to the competent authority within eight days.

A trader in firearms must keep an electronic record of firearms (TOR application). In order to access the above-mentioned record, an application must be submitted to the Ministry of the Interior after a licence to trade in firearms has been obtained (a qualified digital certificate is required for access).

Cross border/temporary provision of activity
A foreign legal entity or entrepreneur may engage in cross-border/occasional trade in firearms if they meet all of the prescribed conditions and obtain prior permission from the Ministry of the Interior.
