Transmission of natural gas

The transmission of natural gas is the transmission of natural gas over long distances from the border entry points to Slovenia to the exit points for individual towns and settlements or major industrial consumers.

The transfer of natural gas is performed by the transmission system operator in the form of a public utility service. This activity in Slovenia is performed by the company Plinovodi, d. o. o. A concession needs to be obtained for the performance of this activity.

Conditions

  • To pursue the activity, it must be registered as a public utility service.

    Companies provide material public goods to meet the needs of the public if these cannot be met by the market.

    Legal basis

  • The Republic of Slovenia as the concession provider can provide a concession for the implementation of the public utility service of natural gas transmission operator for the entire territory of the Republic of Slovenia for a maximum period of 35 years.

    The Government of the Republic of Slovenia issues a decision granting the concession for the implementation of the public utility service under this regulation to the concessionaire without a public tender. M

    utual relations between the government and the concessionaire are specifically regulated in the concession contract.

    The transmission system operator activity can be implemented by a concessionaire that fulfils the following conditions:

    •  owns a transmission system;
    • a transmission system operator certificate and
    • is appointed as the transmission system operator.

    Details

  • Transfer system operators must prepare a development plan for the system. The development plan must be prepared for at least ten years. Each year by 1 June, operators must submit to the Energy Agency a development plan for the network.

    The ten-year development plan must be based on the existing and anticipated supply and demand, and must contain efficient measures to ensure suitability of the system and reliability of supply.

    The ten-year development plan:

    •  defines main transfer infrastructure that must be constructed or reconstructed in the next decade for participants in the market;
    • includes received investments and defines new investments that must be carried out in the next three years;
    • and provides a time frame for all investment projects.
    The Agency must give its consent to the ten-year development plan.
