Transport of timber assortments

The activity of road transport of goods in internal road transport is an activity of each company which performs freight transport with motor vehicles or combination of vehicles for hire or against payment in the area of the Republic of Slovenia.

The transport of timber from forest with trucks or in the case of small quantities and short distances with tractors equipped with adequate trailers.

The right to pursue the activity is acquired with a license, for which an undertaking must fulfil the prescribed conditions and provide adequate qualification of drivers.

In transporting of timber assortments, a transporter must have a carriage voucher or a transport document which is acquired by the sender of timber assortments from the Slovenia Forest Service.

Conditions

  • A licence to perform national road haulage may be acquired by sole traders or legal entities who meet the prescribed conditions to perform this activity.

    An application to acquire a licence should be filed with the Chamber of Commerce and Industry of Slovenia or the Chamber of Craft and Small Business of Slovenia.

    Within 15 days of receiving a complete application, the licence issuer issues the applicant

    • a decision on the granting of the licence to perform road haulage,
    • a licence certificate and
    • copies of the licence for each individual vehicle.

    A carrier is issued as many copies of the licence as they need to perform road transport and for which they meet the conditions.

    The original of the licence (certificate) is kept at a carrier's head office. During road transport and driving itself, a driver must keep a copy of the licence in the vehicle.

    A domestic carrier may begin transport on the day the licence is delivered.

  • Timber assortments loaded on a vehicle or transported by road must be equipped with a carriage voucher or transport document due to timber traceability.

    The carriage voucher includes the data on the supplier, purchaser, type and quantity of timber assortments, date, time and purpose of the transport.

    Carriage vouchers must be kept by the transporters of timber assortments and disclosed for inspection at the request of the police, customs administration and forestry inspection.

    A carriage voucher is not required for timber assortments harvested from forests owned by a natural entity, if their total quantity does not exceed six cubic meters, if they are intended for a personal use and transported by a forest owner or his close family member. In this case a felling permit issued by the Slovenia Forest Service is required.

    A carriage voucher is also not required, if timber assortments of maximum ten centimetres in diameter at the thick end are loaded on a vehicle or transported by the road. The exception are wood chips and cleft wood, if their total quantity does not exceed six cubic meters and are not loaded on a vehicle together with other timber assortments.

    A carriage voucher is received by a forest owner from the Slovenia Forest Service which issues it on the basis of the felling permit. A forest owner is then obliged to hand over the carriage voucher to the transporter upon the acquisition of wood.

  • A driver of forest assortments must obtain a certificate on national vocational qualification for a driver in road traffic.

    In addition to adequate qualification, a driver of timber assortments must pass the safety-at-work course and use suitable working equipment.

  • Before the first implementation of works in forest, the contractors must submit the competent forestry inspection the evidence on the professional qualification of workers and prove that they comply with the conditions related to the safety at work. On the basis of the application, the competent forestry inspection enters the contractor on the list of contractors of forest works.

A transporter from the European Union Member State must prove to the forestry inspection that imported timber assortments come from the European Union Member State.
