Treatment and disposal of hazardous waste (38.220)

This SCA code includes activities and services for which entrance and/or other conditions for the commencement and pursuit of an activity are established. 

Regulations and conditions:

  • Environmental Protection Act

A legal entity or a natural person processing or removing its waste or waste by other waste generators according to prescribed procedures must hold an environmental permit as per this Act.

    A legal entity or a natural person collecting or transporting waste or trading in, or forwarding, waste must be entered in the register of persons under the fourth paragraph of Article 104 of this Act.

    The entity or person under the preceding paragraph requests entry in the register as per the fourth paragraph of Article 104 of this Act with an application comprising evidence on the fulfilment of conditions from the provision of the fifth paragraph of this Article.

  •  Decree on waste

    Entry in the register of waste collectors

    Collectors may collect waste if they have a certificate of entry in the register of waste collectors managed by the ministry within the framework of the register of persons with a certificate to implement environment protection activity as per the act on environment protection.

    The certificate of entry as per the preceding paragraph is issued to a legal entity or sole entrepreneur that:
  • is registered in the Republic of Slovenia to perform waste collection and removal activities in accordance with the regulation on the classification of activities;
  • disposes of one or several waste collection centres that fulfil the conditions in the first paragraph of Article 10 of this Decree and the requirements determined by the regulations on the collection of an individual type of waste;
  • disposes of means and equipment for the takeover of waste and their transport;
  • has a waste collection plan ensuring the collection of waste in accordance with the requirements of this Decree and in accordance with the regulation on the collection of an individual type of waste if it involves the collection of such waste, and has not been removed from the register of waste collectors in the two years prior to the date of lodging a request based on items 3, 5 or 6 of the third paragraph of Article 33 of this Decree.

  •  Transport of Dangerous Goods Act

    Authorisation is required for the transport of explosive, radioactive and nuclear material.

    Legal entities or sole entrepreneurs with head offices in the Republic of Slovenia whose activity includes the transport of hazardous goods by road or rail or loading or unloading related to such transport must appoint at least one safety adviser for the transport of hazardous goods.

  • List of activities usually carried out as a craft

  • For activities on the List of activities usually carried out as a craft, business entities registering these activities must also be entered in the register of crafts at the Chamber of Craft and Small Business of Slovenia (OZS) ex officio.
    • Applicable to the following activities/services:

    •  operation of landfills for hazardous waste
    • treatment of hazardous waste and their decomposition
    • treatment of animals with contagious diseases, dead animals and other contaminated waste
    • incineration of hazardous waste
    • treatment of radioactive waste, e.g.:          
    • treatment of low-level radioactive waste from hospitals
    • preparation of nuclear waste for storage and disposal
    • removal of deteriorated products or their parts, e.g. refrigerators
    • treatment of other special waste containing hazardous substances

Cross-border/temporary provisions of activity

Performance of the activity in Slovenia is possible on cross-border/temporary basis. Prior to commencing the service, you must submit a written application to the competent authority.


The provider that is established and meets the conditions for the pursuit of craft activities in the EU Member States, EEA or the Swiss Confederation, may occasionally carry out craft activity without establishment in the Republic of Slovenia. Before the first pursuit of an activity, the provider must lodge an application with the Chamber of Craft and Small Business of Slovenia.
