Appointment of a universal service provider

The universal service provider is appointed by the Agency for Communication Networks and Services of the Republic of Slovenia (AKOS).

AKOS as the competent authority, i.e. with a decision issued on the basis of situation analysis or a decision on the basis of a public tender.

Situation analysis

A decision on the basis of a situation analysis is issued by the competent authority to appoint the universal service provider when the authority assesses that only one provider of postal services can guarantee the required quality of universal service provision.

Public tender

The competent authority initiates the procedure for the use of a decision on the appointment of a universal service provider based on a public tender, when it is assessed that at least two providers of postal services can guarantee the required quality of universal service provision. The public tender for the selection of the universal service provider is published in the Official Gazette of the Republic of Slovenia and on the website of the competent authority.

After receiving the decision on the appointment the universal service provider is entered in the register of postal services.

Until 2018, Pošta Slovenije d.o.o. is the provider of the universal postal service encompassing all postal services that are implemented in internal and cross-border postal traffic, on the entire territory of the Republic of Slovenia.

The decision was issued on the basis of the situation analysis.

Renewal term

The decision has been issued for the period of five years. After this period, a new situation analysis will be performed, based on which a decision will be issued again for five years.
