Authorisation for the testing of hydrant networks
Legal and natural entities that wish to test hydrant networks file an application for the testing of hydrant networks at the Administration of the Republic of Slovenia for Civil Protection and Disaster Relief and enclose all documents which show that they meet the conditions for performing such activities.
The Administration of the Republic of Slovenia for Civil Protection and Disaster Relief issues an authorisation to the legal or natural entity that meets the conditions for the testing of hydrant networks within sixty days, provided that special fact-finding proceedings are not required. In the event that special fact-finding proceedings are required, the Administration of the Republic of Slovenia for Civil Protection and Disaster Relief issues an authorisation to the legal or natural entity within ninety days.
The authorisation is issued for an unspecified period of time.
After the testing of the hydrant network has been completed, the provider of testing services must compose a written report at the latest within ten days and send it to the person liable. The report must include the findings of the test with the emphasis on the deficiencies that the person liable must eliminate before the certificate concerning flawless operation is issued. The measuring and hydrant sheet are to be enclosed with the report.
The provider of testing services issues a certificate after the successful completion of the test, namely:
- on the basis of the report, if there are no deficiencies;
- on the basis of the notification to the entity that deficiencies have been eliminated, if only non-essential deficiencies were established;
- it is established based on an additional report that after a new test of the hydrant network, the deficiencies have been eliminated.
The certificate shall be issued in the required format.
