Authorisation to carry out environmental noise monitoring
The authorisation to carry out monitoring is issued by the Ministry of the Environment and Spatial Planning on the basis of an application for:
- noise assessment by measurements based on SIST ISO 1996-2,1,
- noise assessment by model calculation based on computational methods and
- assessment of high energy impulse noise by measurements based on ISO 10483 and by model calculation based on computational methods based on SIST ISO 1996-1 and in conjunction with ISO/TS 13474 technical specification.
In order to be authorised to perform noise monitoring, the authorised person must be accredited and have measurement equipment.
A legal person shall be authorised to carry out monitoring if it meets the following conditions:
- it must be registered for the purpose of carrying out technical consultancy or technical testing and analysis activities,
- have the equipment to carry out monitoring,
- must not be in insolvency proceedings,
- not have been convicted of an economic crime within the last five years,
- accreditation to the standard SIST EN ISO/IEC 17025 for noise assessment using the SIST ISO 1996-2,1 standard and SIST EN ISO/IEC 17025 or SIST EN ISO/IEC 17020 standard for noise assessment by model calculation based on computational methods,
- accreditation, to SIST EN ISO/IEC 17025 for the assessment of high energy impulse noise and weapons noise by measurements according to ISO 10843 and SIST EN ISO/IEC 17025 or SIST EN ISO/IEC 17020 standard for the assessment of high energy impulse noise based on computational methods in conjunction with the ISO/TS 13474 technical specification,
- noise measurement equipment with noise measurements and computer software for noise assessment by model calculation based on computational methods, for the computational method for which authorisation is obtained; and
- documentation on the method for determining the measurement uncertainty of noise assessment by means of measurements or model calculation based on computational methods.
The authorisation shall be valid for six years from the date on which it becomes final and may be renewed if the person still meets the conditions laid down.
Once the authorisation has been obtained, the authorised monitoring operator is entered in the register of monitoring operators kept by the Ministry of the Environment and Spatial Planning.
A legal person or an individual entrepreneur authorised by the Ministry to carry out monitoring and a person entitled to carry out monitoring in another Member State may be entered in the register. The latter may be entered in the register on the basis of a certified copy of the act issued to it by the competent authority of the Member State for the purpose of carrying out environmental noise monitoring.

In order to be authorised to perform operational monitoring, a person must have an accreditation document for:
- accreditation, to the standard SIST EN ISO/IEC 17025 for noise assessment using the SIST ISO 1996-2,1 standard and SIST EN ISO/IEC 17025 or SIST EN ISO/IEC 17020 standard for noise assessment by model calculation based on computational methods,
- accreditation, to SIST EN ISO/IEC 17025 for the assessment of high energy impulse noise and weapons noise by measurements according to ISO 10843 and SIST EN ISO/IEC 17025 or SIST EN ISO/IEC 17020 standard for the assessment of high energy impulse noise based on computational methods in conjunction with the ISO/TS 13474 technical specification.

In order to obtain authorisation, the person must provide noise measurement equipment with noise measurements and computer noise assessment software using a model calculation based on computational methods, for the computational method for which authorisation is obtained.

Authorisation to carry out noise monitoring
In order to carry out environmental noise monitoring, an authorisation must be obtained. The application for authorisation shall include details of the applicant and relevant supporting documents. After administrative examination of the application, the authorisation to carry out environmental noise monitoring is issued. Once the authorisation has been obtained, the authorised monitoring operator is entered in the register of monitoring operators kept by the Ministry of the Environment and Spatial Planning.Attachments

Procedure costs
Administrative fee: 22,60 EUR
Under the Administrative Fees Act, an administrative fee must be paid at the time of the application for authorisation, in the amount of: 22,60 EUR. Such exemptions are laid down in Chapter III of the AFA. The administrative fee shall be paid in cash or by electronic money or other valid payment instrument and shall be accompanied by a proof of payment.
