Concession agreement

The recognised breeding organisations with breeding programmes included in the joint fundamental breeding programme (JFBP), implement the public services in livestock farming based on the concession agreement.

The public service for professional tasks in livestock farming is implemented on the entire territory of the Republic of Slovenia, and is performed for those animal breeds for which the breeding programmes are included in the JFBP. The tasks of the public service are indicated and described in the breeding programmes for an individual type or breed, and they are determined in greater detail in the programme for the implementation of the JFBP.

The recognised breeding organisations receive the concession based on the decision ex officio without a public tender. Mutual relations between the competent authority and the recognised breeding organisation are arranged with a concession agreement.

Every year, the competent authority concludes a contract on financing with the providers of public service who are determined in the concession agreement. The financing contract is concluded based on the decision of the competent authority, i.e. on the determination of the programme for the implementation of the JFBP and on the allocation of means for its implementation.
