Decision on the recognition of professional qualification – IZS without register

A decision on the recognition of professional qualifications gives an individual permission to pursue a regulated profession in the Republic of Slovenia.

If the authority establishes significant differences between the individual's training and national training, it imposes a supplementary measure on him/her, i.e. certification examination or an adaptation period, which may last up to three years.

The individual has the right to pursue a regulated profession from the date of the decision on the recognition of professional qualifications.

If the profession in the country of establishment is not regulated, the service provider must provide services he/she wishes to provide in the Republic of Slovenia in this country uninterruptedly or totally for at least two years within the period of the last ten years, before starting to provide the services in the Republic of Slovenia.

Conditions

These terms apply to the profession Works manager at the Chamber of Commerce and Industry of Slovenia (GZS) – construction site foreman (Vgzs)

  • The individual concerned must be a citizen of the Republic of Slovenia or any other Member State of the European Union (EU), European Economic Area (EEA) or the Swiss Confederation.

  • The applicant must have:

    Post-secondary education in construction or another engineering discipline and at least two years’ work experience in the field of conducting of particular works after getting a post-secondary education or

    • Secondary vocational education in construction or other engineering discipline and at least three years’ work experience in the field of conducting particular works after getting a secondary vocational education.

    Work experience is experience acquired with the cooperation of responsible managers of works in the conduction of particular works. The period during which the applicant cooperated with such individuals is considered to be the period of acquiring such experience.

    Evidence

    For education obtained in Slovenia:

    • Diploma or certificate – original, certified copy or non-certified copy with the possibility to see the original;

    For education obtained in the EU:

    • Diploma, certificate, other evidence of formal education obtained in the EU – original or certified copy with attached certified translation into Slovene;
    • Evidence of the content and course of training including information about the duration and syllabus of the study programme. This must demonstrate the number of hours or credit points of individual subjects – original or certified copy with attached certified translation into Slovene;

    For work experience:

    • A written statement from an individual or business, which fulfils the conditions of a responsible manager of works in conducting particular works prescribed by law. This must denote that the applicant has performed certain types of services with them including details of the type and period of time of performing such services and also, details of the responsible manager of works the applicant cooperated with. An original or certified copy with attached certified translation into Slovene must be included.

    Competent Authority

  • An individual must meet all the prescribed conditions for exercising a regulated profession in his or her country of origin.

    An individual must have appropriate professional qualifications for performing services in the Republic of Slovenia.

    If the profession is not regulated in the country of origin, the individual must have provided the services to be provided in the Republic of Slovenia continuously or cumulatively for at least two years in the last 10-year period before he or she may start providing these services in the Republic of Slovenia.

    Evidence

    A diploma, a certificate and other documents confirming the applicant's level of education, professional competence, experience and other competencies, and certificates attesting to the type and content of training completed.

    Legal basis

  • Insurance against liability for damages that might be incurred by an investor or a third party in connection with the pursuit of architectural and engineering activities may be concluded as:

    • a comprehensive guarantee, which shall be renewed annually; or
    • as collateral for a particular transaction falling within the scope of the economic operator’s activity.

    The insurance shall cover the liability for negligence resulting in damage or material defect and including among direct material damage (damage and destruction) also the costs directly required for the elimination or prevention of damage without the occurrence of any actual damage.

    The damage that must be covered by insurance also includes:

    • damage in the form of a reduction in the value of the business transaction or construction, and
    • other damage resulting from a claim made by an investor or a third party.

    The liability insurance must cover the damage for actions taken during the period of insurance or for actions for which a loss event notice has been filed during the period of the insurance.

    The insurance amount for all insurance cases in a given year or for an individual transaction, if the insurance is taken out for a particular business operation, shall not be less than EUR 50,000.

    The insurance policy must contain the following:

    • the names of the certified architects and engineers covered by the insurance, or
    • the general clause that the liability insurance covers all certified architects and engineers in the economic operator.

    Insurance may also take the form of collective insurance through the Chamber.

    Evidence

    Proof of liability insurance shall be a document showing that liability insurance was established in the Republic of Slovenia or in a state party, under the condition that such insurance covers any damage caused in the Republic of Slovenia.

    The competent authority shall accept as sufficient evidence a certificate to that effect issued by a bank or insurance undertaking of the Contracting State of origin. Where the competent authority has reasonable doubt as to the validity of older evidence, it may request that evidence not be older than three months.
