Decision on the recognition of professional qualifications under the general system of recognition for a certified engineer or building site coordinator at the Slovenian Chamber of Engineers

Citizens of the Member States of the European Union, the European Economic Area and the Swiss Confederation and countries with which an appropriate international agreement has been concluded may practise the relevant profession in the Republic of Slovenia under the same conditions as apply to Slovenian citizens. A person is authorised to practise a regulated profession in Slovenia on the basis of a decision on the recognition of professional qualifications.

If the competent authority finds significant differences between the individual’s training and the required national training, it will impose a compensation measure, giving the individual the option to choose between an aptitude test or an adaptation period which may last up to three years.

  • If the candidate opts for an aptitude test, the Chamber will determine the missing contents which the candidate must cover in the aptitude test.
  • If the candidate decides to undergo an adaptation period the candidate submits to the Chamber the name of their mentor and the mentor's written statement that the candidate will be under their guidance during the adaptation period.

In addition to the relevant professional qualifications obtained in the country of origin, education and practical experience, the person wishing to obtain a professional qualification in Slovenia must prove that they are not prohibited from practising their profession and must have liability insurance for damages. The procedure and evidence required for the recognition of professional qualifications under the general system are different for qualifications obtained in third countries than for qualifications obtained in the EU, EEA and in Switzerland. The applicant must therefore enclose proof of citizenship with the application.

An individual has the right to practise a regulated profession from the date on which the decision on the recognition of professional qualifications becomes final.

The Chamber enters the individual in the IZS Register within eight (8) days after the decision becomes final. Upon registration, the individual becomes a member of the Chamber with all the rights and obligations of a member.

If the profession is not regulated in the country of origin, the service provider must have provided the services to be provided in Slovenia in the country of origin continuously or cumulatively for at least one year during the last 10 years, before starting to provide these services in Slovenia.

A membership card and the standard stamp will be issued to the individual upon their express request.

The data for the payment of the costs of the procedure are published on the website of the IZS.

Conditions

  • The individual concerned must be a citizen of the Republic of Slovenia or any other Member State of the European Union (EU), European Economic Area (EEA) or the Swiss Confederation.

  • An individual must meet all the prescribed conditions for exercising a regulated profession in his or her country of origin.

    An individual must have appropriate professional qualifications for performing services in the Republic of Slovenia.

    If the profession is not regulated in the country of origin, the individual must have provided the services to be provided in the Republic of Slovenia continuously or cumulatively for at least two years in the last 10-year period before he or she may start providing these services in the Republic of Slovenia.

    Evidence

    A diploma, a certificate and other documents confirming the applicant's level of education, professional competence, experience and other competencies, and certificates attesting to the type and content of training completed.

    Legal basis

  • Insurance against liability for damages that might be incurred by an investor or a third party in connection with the pursuit of architectural and engineering activities may be concluded as:

    • a comprehensive guarantee, which shall be renewed annually; or
    • as collateral for a particular transaction falling within the scope of the economic operator’s activity.

    The insurance shall cover the liability for negligence resulting in damage or material defect and including among direct material damage (damage and destruction) also the costs directly required for the elimination or prevention of damage without the occurrence of any actual damage.

    The damage that must be covered by insurance also includes:

    • damage in the form of a reduction in the value of the business transaction or construction, and
    • other damage resulting from a claim made by an investor or a third party.

    The liability insurance must cover the damage for actions taken during the period of insurance or for actions for which a loss event notice has been filed during the period of the insurance.

    The insurance amount for all insurance cases in a given year or for an individual transaction, if the insurance is taken out for a particular business operation, shall not be less than EUR 50,000.

    The insurance policy must contain the following:

    • the names of the certified architects and engineers covered by the insurance, or
    • the general clause that the liability insurance covers all certified architects and engineers in the economic operator.

    Insurance may also take the form of collective insurance through the Chamber.

    Evidence

    Proof of liability insurance shall be a document showing that liability insurance was established in the Republic of Slovenia or in a state party, under the condition that such insurance covers any damage caused in the Republic of Slovenia.

    The competent authority shall accept as sufficient evidence a certificate to that effect issued by a bank or insurance undertaking of the Contracting State of origin. Where the competent authority has reasonable doubt as to the validity of older evidence, it may request that evidence not be older than three months.

    Legal basis

  • An individual must have the education of the 6/2 sub-level in the field of forestry.

    Evidence

    Education acquired in Slovenia:

    • Diploma or certificate – in original, certified copy or non-certified copy with the access to the original.

    For education acquired in the European Union:

    • diploma, certificate, other documents of formal education acquired in the EU – original or certified copy; attached certified translation into Slovenian;
    • documents on the contents and training, which also state the duration of study programme and study subjects, including the hours or credits acquired in individual subjects – in original or certified copy with attached certified translation into Slovenian.

    Legal basis

  • An individual must have at least three years' work experience in forest work.

    Evidence

    A written statement on a legal or natural entity who fulfils the legally prescribed conditions for the project designer, that an individual performed a certain type of engineer services, with the stated type and time of performance of these services and also the responsible project designer the individual was working with – in the original or certified copy must be submitted together with the certified translation in the Slovenian language.

    Legal basis

  • Liability insurance must include liability for damages that could be incurred by the investor or a third party in connection with the performance of their activities and must cover damage caused by negligence, error or omission of the duties of the contractor and their employees, with the amount of the annual insured sum of at least €50,000.

    If the contractor has liability insurance abroad, the insurance must cover damage caused in Slovenia, in which case the amount of the annual insured sum must not be less than €50,000.

    A building site coordinator must have:

    educational qualification:

    • a qualification obtained in a study programme of at least first-cycle level in accordance with the Act governing higher education, or qualification corresponding to the level of qualification obtained in first-cycle study programmes

    or

    • short-cycle higher vocational qualification in technical studies in the field of construction

    or

    • upper secondary qualification in technical studies in the field of construction

    and

    three years of work experience in the performance of construction works.

    Work experience gained is considered to be experience the person gained after completing the specified level of education when they directly participated in the management of works with responsible building site coordinators.

    Evidence

    For educational qualifications obtained in Slovenia:

    • Diploma or certificate – the original, a certified copy or a non-certified copy with access to the original.

    It is recommended that you enclose a certified copy of the diploma or certificate with the application, so that the application for entry in the register can be processed immediately; otherwise the application procedure will continue only when the faculty or other educational institution confirms that the information on educational qualifications you provided in the application for entry in the register corresponds to the records of the faculty or the educational institution.

    For educational qualifications obtained in other EU countries:

    • Diploma, certificate, other evidence of formal education obtained in the EU – the original or a certified copy, accompanied by a certified translation into Slovenian.
    • Evidence of the content and course of the training, specifying the duration of the study programme and the study curriculum indicating the number of hours or credits of individual subjects – the original or a certified copy, accompanied by a certified translation into Slovenian.

    For work experience:

    • Proof of work experience issued by the employer (the proof must indicate the type and time of service and your function) and a list of references or a CV.

  • A building site coordinator must have:

    educational qualification:

    • a qualification obtained in a study programme of at least first-cycle level in accordance with the Act governing higher education, or qualification corresponding to the level of qualification obtained in first-cycle study programmes

    or

    • short-cycle higher vocational qualification in technical studies in the field of construction

    or

    • upper secondary qualification in technical studies in the field of construction

    and

    three years of work experience in the performance of construction works.

    Work experience gained is considered to be experience the person gained after completing the specified level of education when they directly participated in the management of works with responsible building site coordinators.

    • Evidence of the content and course of the training, specifying the duration of the study programme and the study curriculum indicating the number of hours or credits of individual subjects – the original or a certified copy, accompanied by a certified translation into Slovenian.

    For work experience:

    • Proof of work experience issued by the employer (the proof must indicate the type and time of service and your function) and a list of references or a CV.

  • An individual must meet all the prescribed conditions for practising a regulated profession in their country of origin.

    If the profession is not regulated in the country of origin, the individual must have provided the services to be provided in Slovenia in one or more Member States continuously or cumulatively for at least one year during the last 10 years before starting to provide these services in Slovenia.

    Evidence

    • A certificate issued by the competent authorities of a Member State of the European Union on compliance with the conditions for practising the profession (e.g. a professional examination certificate, membership of a professional chamber), 
    • proof of other qualifications and professional experience (if the profession is not regulated in the country of origin);

    Documents must be translated into Slovenian. 

    The competent authority may invite the applicant to provide additional information on the training module if this is necessary to identify possible substantive differences with regard to national requirements. If the applicant is unable to provide such information, the competent authority will obtain it from the relevant competent authority in the Contracting State of Origin.
