Entry in the register of certified engineers
Persons who meet the prescribed requirements for a certified engineer or pursuant to the decision on the recognition of professional qualifications shall be entered in the register of certified engineers of the Slovenian Chamber of Engineers (IZS).
Upon the completion of a professional examination for entry in the register of certified engineers at the Slovenian Chamber of Engineers (IZS), the candidate shall submit an application on the prescribed form.
When the Slovenian Chamber of Engineers (IZS) establishes that the applicant meets the requirements for entry in the register, it carries out the entry, issues a certificate of entry in the register, and assigns a unique identification number, which does not change until the person has been removed from the register.
Within 15 days of entry in the register, the Slovenian Chamber of Engineers (IZS) shall:
- deliver the standard stamp bearing the identification number and the indication of the type of services for which they are certified. The identification number shall be permanently linked to the stamp and must be used by the certified engineer when providing services.
Exception: SUSPENSION OF PROFESSIONAL TITLE
A person who does not provide professional services in any of the prescribed manners or who has no insurance taken out may be entered in the register of certified engineers upon request. On the basis of the decision, the Chamber shall enter the suspension of the professional title in the register.
Upon entry in the register of certified engineers, the Slovenian Chamber of Engineers (IZS) issues an invoice for the membership fee and the register managing fee. The amount of costs to be paid is available on the website of the Slovenian Chamber of Engineers (IZS).
Conditions

To take the professional examination for a certified engineer, a persons must have:
- qualifications obtained through study programmes at the second cycle level in accordance with the law governing higher education, or
- qualifications obtained through study programmes at the second cycle level in accordance with engineering sciences, in particular:
- Construction,
- Mechanical Engineering,
- Electrical Engineering,
- Technology professions,
- Mining Engineering,
- Geology,
- Geotechnology and Land Surveying, and
- Transport Engineering.
Evidence
For qualifications obtained in Slovenia:
- Diploma or certificate – in the original, in a certified copy or in an uncertified copy with access to the original.
For qualifications obtained in the EU:
- Diploma, certificate, other evidence of formal qualifications obtained in the EU – in the original or in a certified copy, accompanied by a certified translation into Slovenian;
- Evidence of the content and course of the training module, specifying the duration of the study programme and the study curriculum, in which the number of hours or credits of individual subjects must be shown – in the original or a certified copy, accompanied by a certified translation into the Slovenian language.
The competent authority may invite the applicant to provide additional information on the training module if this is necessary to identify possible substantive differences with regard to national requirements.
If the applicant is unable to provide such information, the competent authority shall obtain it from the relevant competent authority in the Originating Contracting Party.

Through work under the mentorship, the candidate learns all the tasks necessary for independent work.
Practical experience must be gained over a period of at least two years after having obtained a qualification.
Practical experience is gained under the mentorship of a certified architect and engineer. Practical experience is appropriate if it provides the candidate for a certified architect and engineer with the expertise necessary to carry out the tasks in the professional field for which the professional title is acquired.
The mentor must be entered in the registerof certified architects and engineers without suspension and must have at least five years of work experience following entry in the register of certified architects and engineers in the professional field for which such a candidate for a certified architect and engineer is obtaining practical experience. The mentor monitors, directs and supervises the work of the candidate for a certified architect and engineer and comprehensively trains them to perform their professional tasks independently in the professional field for which such a candidate for a certified architect and engineer is obtaining practical experience, and to take the professional examination.
At the time of obtaining practical experience under the provisions of this Article, a candidate for a certified architect and engineer may not independently and on their own behalf engage in the profession of a certified architect and engineer.
In gaining practical experience, the candidate for a certified architect and engineer must comply, in gaining practical experience, with the provisions of the professional code of certified architects and engineers.
Evidence
- A written confirmation of the mentor that the candidate for a certified architect and engineer has gained the required practical experience and
- the description of the type of experience gained.
Experience gained in the EU:
- passed professional examination,
- membership of a professional chamber
The competent authority may invite the applicant to provide additional information on the training module if this is necessary to identify possible substantive differences with regard to national requirements. If the applicant is unable to provide such information, the competent authority shall obtain it from the relevant competent authority in the Originating Contracting Party.

An examination is used to verify whether the applicant is qualified to perform the professional tasks and duties of a certified engineer in the professional field they are taking the examination in, and whether they master the basic methods and techniques for performing the professional duties and tasks of a certified engineer in the professional field they are taking the examination in.
A candidate who, in addition to adequate qualifications, has gained practical experience under the mentorship of a certified engineer for a period of at least two years after having obtained an education, may be admitted to the professional examination. If the application is complete, the candidate receives a notification thereof together with the invoice for the costs of the professional examination.
The application submitted by the candidate to Slovenian Chamber of Engineers must contain:
- Mentor’s certificate on the practical experience gained
- Candidates with reference works:
- a detailed description of the three reference works in the area of construction and technical design of structures/land surveying, in which you participated as a project designer/land surveyor (the description must comprise half of the A4 format for each reference). The description of references should also be signed and confirmed by the mentor,
- the three reference works described above referring to the construction and technical design of structures/land surveying on a USB key
- Candidates without reference works shall submit:
- a written statement that they will produce a written task and the reason why reference works cannot be submitted.
- A brief description of your work in construction and technical design of structures/land surveying (the description must comprise at least half of the A4 page).
- A certified certificate of the completed professional examination in administrative procedure if you claim the recognition of the oral part of the examination relating to the general administrative procedure.
- A certified copy of the diploma – optional enclosure
(We suggest that you enclose a certified copy of the diploma with the application, as thus your application for the professional examination will be processed immediately, otherwise the application procedure will continue only when we receive confirmation from the faculty that the information on the qualifications you gave in the application for the professional examination complies with the faculty’s record).
If the candidate has stated in the application for the examination that they are unable to submit reference works and that they will produce a written task, the competent Slovenian Chamber of Engineers service shall, upon receipt of the payment, inform the candidate of the title of the assignment to be written within 60 days. A candidate who produces a written task may only take the examination if they submit such a task at least 30 days before the desired deadline for the oral part of the examination.
Candidates with references only take the oral part of the exam. The candidate must settle the costs of the examination at least 30 days before the examination deadline. The Chamber of Engineers invites the candidate to the oral part of the exam 15 days before the examination deadline.

- fee for resit examination in accordance with the Construction Act (ZGO-1): EUR 220.00

May be entered in the register of certified architects and engineers any person that is not subject
- to a security measure prohibiting the practice of a profession or
- to a disciplinary sanction of removal from a register of certified architects and engineers imposed by a final court decision, unless the prohibition or sanction has already expired.
Evidence
In recognising professional qualifications obtained abroad, the competent authority shall consider as sufficient evidence the certificates issued in the Contracting Party of origin or in the Contracting State from which the applicant is coming, certifying that the requirements have been met.
Where the country referred to in the preceding paragraph does not issue such a document, a declaration made by the applicant before the competent authority of that country which attests to the authenticity of the declaration shall suffice for the requirements to be deemed fulfilled.
Where there is reason to doubt the validity of the earlier documents, the competent authority may require that the evidence is not older than three months.

Certified architects and engineers perform their professional tasks independently and must be personally present in all the professional tasks they perform.
Professional tasks shall be performed continuously and permanently in one or more of the following manners:
- as a sole proprietor or a self-employed person,
- on the basis of an employment relationship in an economic operator that meets the requirements for performing architectural and engineering activities pursuant to the provisions of this act,
- on the basis of another legal relationship associated with the performance of work for a company that meets the requirements for performing architectural and engineering activities pursuant to the provisions of this act, if the certified architect or engineer is a partner,
- on the basis of employment relationship as public employee, in the name and on behalf of the body or legal entity governed by public law in which they are employed, with the exception of certified land surveying engineers,
- on the basis of an employment relationship with a natural person or a legal person governed by private law that builds structures exclusively for its own use and whose activity is not construction for the market or services in the sale of real estate, on their behalf and for their account.
The manner in which the tasks are performed shall be entered in the register of certified architects and engineers.
Exception:
A certified architect and engineer, with the exception of a certified land surveying engineer and a certified engineer in transport engineering, may perform professional tasks in their professional field outside the manner in which the professional tasks are performed under this Article, provided they are performed for their own needs.

Liability insurance for damages must include liability for damages that could be incurred by the investor or a third party in connection with the carrying out of their activities and must cover damage resulting from negligence, error or omission of the duties of the contractor and their employees, with the amount of the annual insurance premium not less than 50.000 EUR.
If the contractor has taken out liability insurance for damages abroad, the insurance must cover the damage incurred in the Republic of Slovenia.

- An insurance contract entered into in the Republic of Slovenia or in a Contracting State, provided that this insurance contract covers damage caused in the Republic of Slovenia.

An individual must have at least three years' work experience in forest work.
Evidence
A written statement on a legal or natural entity who fulfils the legally prescribed conditions for the project designer, that an individual performed a certain type of engineer services, with the stated type and time of performance of these services and also the responsible project designer the individual was working with – in the original or certified copy must be submitted together with the certified translation in the Slovenian language.

An individual must have the education of the 6/2 sub-level in the field of forestry.
Evidence
Education acquired in Slovenia:
- Diploma or certificate – in original, certified copy or non-certified copy with the access to the original.
For education acquired in the European Union:
- diploma, certificate, other documents of formal education acquired in the EU – original or certified copy; attached certified translation into Slovenian;
- documents on the contents and training, which also state the duration of study programme and study subjects, including the hours or credits acquired in individual subjects – in original or certified copy with attached certified translation into Slovenian.

Works managers must have:
formal qualifications:
- acquired through study programmes of at least first-cycle level in accordance with the act governing higher education, or corresponding to the level of education acquired through first-cycle study programmes,
or
- higher technical education in civil engineering,
or
- secondary technical education in civil engineering,
and
three years of work experience in carrying out construction.
Work experience gained is considered to be experience gained after completing a certain level of education when they directly participated in the management of works with responsible works managers.

For formal qualifications acquired in Slovenia:
- Diploma or certificate – in the original, in a certified copy or in a non-certified copy with the original for inspection.

For formal qualifications acquired in other EU countries:
- Diploma, certificate or other evidence of formal qualifications acquired in the EU – in the original or a certified copy, accompanied by a certified translation into Slovenian;
- Evidence of the content and course of the study, specifying the duration of the study programme and curriculum, in which the number of hours or credits of individual subjects must be shown – in the original or a certified copy, accompanied by a certified translation into Slovenian;
For work experience:
The employer’s evidence of work experience gained (the evidence must indicate the type and time of service provision and your function), and a list of references or your CV.
