Licence for implementing complementary and alternative medicine
The licence is a public document that proves professional qualification of a complementary and alternative medicine provider for independent implementation of individual complementary and alternative medicine systems and methods and is granted by the Complementary and Alternative Medicine Chamber for a period of 7 years.
The application for the acquisition of the licence is sent in written form to the relevant authority and must contain the following documents:
- data on the secondary school and diploma certificate (number, document number, name and address of the issuer) or data on the secondary school certificate and suitable public document on performed tests in health-related contents;
- the opinion of the professional complementary and alternative medicine association for a certain complementary and alternative medicine system or method on the qualification of the complementary and alternative medicine provider for the implementation of the complementary and alternative medicine system and method that is based on documents from distinguished institutions on appropriate professional education of the complementary and alternative medicine provider for a certain complementary and alternative medicine system or method and their experience;
- data on the secondary school certificate or the confirmation of the authorised education institution on the passed language knowledge test;
- statement that the person has not been convicted of a premeditated criminal offence to a sentence longer than six months or that the security measure of banning the practising of a profession has not been imposed on the person.
After granting the licence ex officio, the Chamber enters the complementary and alternative medicine provider in the register. The register shall include the following data:
- personal name;
- place and date of birth;
- permanent or temporary residence address;
- citizenship;
- education, professional or scientific title;
- licence data (date, duration and area of expertise);
- data on complementary and alternative medicine systems and methods implemented;
- acquired additional knowledge;,
- employment;
- place or address where complementary and alternative medicine is performed;
- imposed measures due to violation of the code of professional conduct of complementary and alternative medicine providers.
Every person has the right to acquire data on whether a complementary and alternative medicine provider has a licence, data on which complementary and alternative medicine systems and methods are implemented and the address where complementary and alternative medicine is performed.
The licence is issued after the decision on the granting of licence becomes final. The Chamber can temporarily or permanently withdraw the licence from the complementary and alternative medicine provider. The licence can be permanently withdrawn in the following cases:
- gross professional misconduct at work, when the complementary and alternative medicine provider acted or failed to act causing permanent or severe consequences for the health or even death of the service user;
- if the complementary and alternative medicine provider is convicted for premeditated criminal offence prosecuted ex officio, i.e. in connection to the performance of complementary and alternative medicine;
- if the complementary and alternative medicine provider has not acquired the evidence on fulfilling the conditions for the acquisition or renewal of the licence in a legal way or provided false data for the acquisition or renewal of the licence;
- if it is established that the complementary and alternative medicine provider repeated the violations and did not refer the service user to medical treatment or dissuaded them from such treatment.
The licence is withdrawn for a certain time period in the next cases:
- if it is established that with their work the complementary and alternative medicine provider endangers the health or life of the service user;
- if a safety measure prohibiting the complementary and alternative medicine provider was imposed;
- if the complementary and alternative medicine provider was convicted for premeditated criminal offence prosecuted ex officio, i.e. to six months of imprisonment or stricter punishment.
Temporary withdrawal of the licence takes place as long as there are reasons due to which the licence of the complementary and alternative medicine provider was withdrawn or for the time determined in the decision. Temporary withdrawal of the licence can be valid for up to a maximum period of five years. When there is no reason or when the time for temporary withdrawal expires, the complementary and alternative medicine provider can request for the granting of licence.

A complementary and alternative medicine practitioner must have at least a secondary school education in the field of medicine or at least a secondary vocational education with a certificate from the medical field.

A complementary and alternative medicine practitioner must have at least a secondary school education in the field of medicine or at least a secondary vocational education with a certificate from the medical field.
Medical contents determined at the level of a technical secondary education which must be known to complementary and alternative medicine practitioners include:
- first aid;
- anatomy and physiology;
- health education and hygiene, and internal medicine with pathology.
The programme of the test on medical contents includes the aforementioned medical contents. The ministry keeps a list of expert literature to help complementary and alternative medicine practitioners to prepare for the test. A complementary and alternative medicine practitioner may obtain knowledge from medical contents at institutions implementing valid educational programmes or by self-studying.
The complementary and alternative medicine practitioner files the application for taking the test at the Ministry of Health. The application includes a statement of the applicant of the fulfilment of the condition as per required education, which must show the level and programme of education, the institution where the education was acquired and the year the education was concluded. The application also includes information on which system or method of complementary and alternative medicine the applicant implements.
The complementary and alternative medicine practitioner may take the test after a verification of identity and submission of evidence on the settlement of costs of the test. The costs of the test on medical contents for complementary and alternative medicine practitioners who lack medical education amount to EUR 320.
The test consists of written and oral parts. A complementary and alternative medicine practitioner who passes the written part of the test with at least 50% success from each individual medical section may take the oral part of the test.
A complementary and alternative medicine practitioner who successfully passes the written and oral parts of the test has passed the test and receives a certificate thereof.
A practitioner who disagrees with the opinion of the commission may file a complaint against the result with the ministry immediately after the announcement of the results, or within three days after taking the oral part of the test.

A complementary and alternative medicine practitioner must be qualified for the implementation of a certain system or method of complementary and alternative medicine.
The complementary and alternative medicine system is an organised system encompassing theoretical bases, education, training and the implementation of complementary and alternative medicine activities. When implementing complementary and alternative medicine activities, the following complementary and alternative medicine systems are used:
- traditional Chinese medicine;
- Ayurveda - traditional Indian medicine;
- homeopathy, and other complementary and alternative medicines.
The method of complementary and alternative medicine is a method of the complementary and alternative medicine practitioner’s approach to improving health of clients. As per their fundamental manner of implementation, the methods of complementary and alternative medicine are defined as:
- "methods of interaction between the body and mind" are methods which enhance the ability of the mind to impact the functioning of the body;
- "biologically-based methods" are methods in which food, medicinal herbs and micronutrients are used for the treatment and also prevention of diseases;
- "manipulative and physical methods" are methods which heal and also prevent diseases by moving parts of the body and
- "energy methods" are methods of influencing the biofield and interacting with the biofield. The biofield is supposed to be at least a partly coherent endogenous bioelectric field of organisms, which reflects their biological state.

Renewal term
For renewing the licence, the complementary and alternative medicine provider must renew and complement their knowledge during the validity of the licence. Two months prior to the expiry of the licence, the complementary and alternative medicine provider must submit to the Chamber all evidence on performed trainings and education in that period and the opinion of the expert complementary and alternative medicine association on the suitability of the mentioned trainings and education. The licence is issued after the decision on licence renewal becomes final.
