PPP wholesale trading permit
To acquire the permit, organisations which want to pursue the wholesale trade in plant protection products must:
- be registered in the Republic of Slovenia or any other European Union Member State,
- fulfil the prescribed conditions regarding the facilities and equipment and the method of storing of PPP.
Only the plant protection products registered in the Republic of Slovenia may be placed on the market and used in the Republic of Slovenia.
By acquiring the permit, a distributor may pursue the wholesale trade in plant protection products in the Republic of Slovenia.
A distributor lodges a written application for the acquisition of the permit for the wholesale trade in PPP with the competent authority.
The permit for the wholesale trade in PPP is issued by the competent authority, if it is established that all prescribed conditions are fulfilled.
Upon issuing the permit for the wholesale trade in PPP, the competent authority enters the holder of the permit in the register.
The register is public and published on the website of the competent authority.
Conditions

Applicants who wish to pursue this activity must register the business activity, and have the appropriate legal status.

A facility where the activity is pursued must be:
built from chemically and physically resistant and inert materials which do not absorb PPP, whereas the internal surfaces of the facilities must be processed as to provide safe work and quick and easy cleaning.
Facilities where the activity is pursued must:
be without free outlets or direct connection to the external sewage system and projected and constructed as to contain the spilled over or bulk PPP, have appropriate ventilation which provides that the concentration of gases, steams and aerosols in the working environment does not exceed the values determined in the regulations on the safety and health at work.
The equipment used for pursuing the activity must comply with the following conditions:
Shelves, cabinets, glass cabinets, working surfaces and other equipment must be made of resistant and inert materials which do not absorb PPP and provide safe work and quick and simple cleaning;
The facilities where PPP are sold or stored must be equipped with the first aid cabinet;
Workers managing the PPP or with spilled over or scattered PPP must wear suitable personal protective equipment in accordance with the regulations governing the safety and health at work.
Working conditions for pursuing the activity are:
Temperature, moisture and light must comply with the conditions stated in the instructions of the PPP producer. These facilities must also provide artificial lighting.

The facilities intended for the PPP wholesale must have the facility of PPP storage and the facility of the temporary storage of PPP residues which must be arranged in accordance with regulations governing the storage of PPP waste or hazardous residue and packaging waste. The facility for temporary storage of PPP waste must have two covered containers, one with the suitable absorption substance, other (empty) for temporary storage of bulk or spilled over PPP and waste PPP.
Facilities must have changing rooms, toilet facilities and facilities for washing up with the running cold and hot water, liquid soap and hand dryer or paper towels. All facilities must have natural or mechanical ventilation.
Storage and sale facilities must be protected as to prevent the unauthorised person to access the PPP for professional use.
If the PPP distributor also conducts the trade in seed units of agricultural plants, plants or products of plant origin or stores them in the storage facility, then the distributor must store PPP in a specific, physical separate section of sale or storage facility as to prevent the contact with PPP or any impact of PPP on the seed units of agricultural plants, plants or products of plant origin.

PPP must be stored in accordance with the conditions determined by their producers. PPP must be packed in their original package, safely and transparently arranged and organised by hazard or toxicity group or types of use so that they are constantly accessible.The PPP arrangement scheme must placed at the visible location of the storage facility.The regular control of PPP and their packaging must be regularly carried out.
In arranging PPP in a storage facility, the rules must be taken into account on the incompatibility of individual PPP or groups classified in terms of their hazardous characteristics which have their PPP labels regarding the hazardous characteristics.
