Recognition of professional qualifications
An applicant lodging an application with the Chamber of Architecture and Spatial Planning (ZAPS) initiates the procedure for the recognition of professional qualifications.
The General Administrative Procedure Act regulates the procedure.
Within five days of receiving the application, the Chamber must notify the applicant that the application is incomplete and ask the applicant to submit the missing items.
Upon receiving a complete application, the Chamber must issue a decision within two months. The applicant must be entered in the register of the licensed architects within eight days of the date of the decision. Membership of the Chamber, which is obligatory, starts on the date of entry in the register.
Conditions

Candidates must have:
- formal qualifications acquired through second-cycle study programmes in accordance with the act governing higher education, or
- formal qualifications corresponding to the level of education acquired through second-cycle study programmes, which provide knowledge and skills in the management and elaboration of spatial planning documents.
Evidence
For formal qualifications acquired in Slovenia:
- Diploma or certificate – in the original, in a certified copy or in an uncertified copy with the original for inspection.
For formal qualifications acquired in the EU:
- Diploma, certificate or other evidence of formal qualifications acquired in the EU – in a certified copy in Slovenian translation.
- Evidence of the content and course of the study, indicating the duration of the study programme and the study curriculum, which must show the number of hours or credits granted to individual subjects – in the original.

An individual must meet all the prescribed conditions for exercising a regulated profession in his or her country of origin.
An individual must have appropriate professional qualifications for performing services in the Republic of Slovenia.
If the profession is not regulated in the country of origin, the individual must have provided the services to be provided in the Republic of Slovenia continuously or cumulatively for at least two years in the last 10-year period before he or she may start providing these services in the Republic of Slovenia.
Evidence
A diploma, a certificate and other documents confirming the applicant's level of education, professional competence, experience and other competencies, and certificates attesting to the type and content of training completed.

Insurance against liability for damages that might be incurred by an investor or a third party in connection with the pursuit of architectural and engineering activities may be concluded as:
- a comprehensive guarantee, which shall be renewed annually; or
- as collateral for a particular transaction falling within the scope of the economic operator’s activity.
The insurance shall cover the liability for negligence resulting in damage or material defect and including among direct material damage (damage and destruction) also the costs directly required for the elimination or prevention of damage without the occurrence of any actual damage.
The damage that must be covered by insurance also includes:
- damage in the form of a reduction in the value of the business transaction or construction, and
- other damage resulting from a claim made by an investor or a third party.
The liability insurance must cover the damage for actions taken during the period of insurance or for actions for which a loss event notice has been filed during the period of the insurance.
The insurance amount for all insurance cases in a given year or for an individual transaction, if the insurance is taken out for a particular business operation, shall not be less than EUR 50,000.
The insurance policy must contain the following:
- the names of the certified architects and engineers covered by the insurance, or
- the general clause that the liability insurance covers all certified architects and engineers in the economic operator.
Insurance may also take the form of collective insurance through the Chamber.
Evidence
Proof of liability insurance shall be a document showing that liability insurance was established in the Republic of Slovenia or in a state party, under the condition that such insurance covers any damage caused in the Republic of Slovenia.
The competent authority shall accept as sufficient evidence a certificate to that effect issued by a bank or insurance undertaking of the Contracting State of origin. Where the competent authority has reasonable doubt as to the validity of older evidence, it may request that evidence not be older than three months.

The applicant shall have:
- suitable university degree in the field of landscape architectural design and :
- at least three years work experience in the field of landscape architectural design or
- suitable professionally oriented higher education in the field of landscape architectural design and:
- at least five years of service in the field of landscape architectural design.
Evidence
For education obtained in Slovenia:
- diploma or certificate – original, certified copy or non-certified copy with the possibility to see the original;
For education obtained in the EU:
- diploma, certificate, other evidence of formal education obtained in the EU – original or certified copy with attached certified translation into Slovene;
- evidence on the content and course of training including information about the duration and syllabus of the study programme, demonstrating the number of hours or credit points of individual subjects – original or certified copy with attached certified translation into Slovene;
For work experience:
- written statement of a natural person or legal entity, which fulfils the conditions for a responsible designer in landscape architecture prescribed by law, that the applicant has performed a certain type of services with them including the type and time of performing such services and also responsible designers in landscape architecture the applicant cooperated with – original or certified copy with attached certified translation into Slovene.

The applicant shall have:
suitable university degree in the field of architectural design and at least three years work experience in the field of the preparation of spatial planning documents or
suitable professionally oriented higher education in the field of architectural design and at least five years work experience in the field of the preparation of spatial planning documents.
Evidence
For education obtained in Slovenia:
- diploma or certificate – original, certified copy or non-certified copy with the possibility to see the original;
for education obtained in the EU:
- diploma, certificate, other evidence of formal education obtained in the EU – original or certified copy with attached certified translation into Slovene;
- evidence on the content and course of training including information about the duration and syllabus of the study programme, demonstrating the number of hours or credit points of individual subjects – original or certified copy with attached certified translation into Slovene;
for work experience:
- written statement of a natural person or legal entity, which fulfils the conditions for a responsible designer for spatial planning with the A licence prescribed by law, that the applicant has performed a certain type of desingning services with them including the type and time of performing such services and also responsible designera for spatial planning with the A licence the applicant cooperated with – original or certified copy with attached certified translation into Slovene.

Recognition under the general procedure
A decision on the recognition of professional qualifications enables applicants in the Republic of Slovenia access to or to work in regulated professions for which they are qualified in a Member State of the European Union, the European Economic Area or the Swiss Confederation, and under the same conditions as those applying to Slovenian nationals if activities covered by the profession are comparable.Where and how to apply
You can apply for Recognition under the general procedure physically / in person / by post at the relevant competent authority, depending on the regulated profession. You can find out which relevant competent authorit is responsible for an individual regulated profession in the list of regulated professions.
Who?
The procedure for the Recognition under the general procedure applies to all professions that are regulated in the Republic of Slovenia and cannot be carried out by automatic recognition or recognition of professional experience.
Personal
In the procedure, it is necessary to attach the annexes below and pay the costs. For the payment and transfer of the administrative fee, the candidate should contact the competent autthority that conducts the procedures in the Republic of Slovenia.
On receipt of applications, the competent authority shall inform applicants if any information is missing and, if necessary, request additional documentation.
Decision-making process and decisions
The competent authority may request the opinion of a professional chamber or organisation in the course of the procedure, otherwise the authority shall issue a decision without such an opinion. The opinion shall not be binding.
The authority shall compare the written documentation relating to the professional qualifications of applicants to the professional qualifications required by the law in Slovenia for working in regulated professions or activities in Slovenia. If, on the basis of that comparison the authority considers that an applicant’s professional qualifications are insufficient, it shall issue a decision inviting the applicant to undertake one of the following compensation measures for obtaining recognition of professional qualifications, as appropriate to the case:
- an aptitude test, or
- an adaptation period during which the applicant may redress the gaps to facilitate recognition of the professional qualifications.
Decision
The competent authority shall issue a decision on the recognition of professional qualifications for a specific regulated profession or activity in Slovenia:
- when it is assessed based on the application that an applicant’s professional qualifications comply to the professional qualifications required for that specific regulated profession or activity in accordance with the regulations of the Republic of Slovenia,
- when there is submitted a proof of successful completion of the adaptation period or aptitude test.
A decision recognising professional qualifications enables applicants to access to or to work in regulated professions in Slovenia, with qualifications from the EU, EEA or Swiss Confederation, and under the same conditions as Slovenian nationals. It is important that the activities covered by professions are comparable.
The authority shall issue a decision and notify the applicant of its decision no later than two months from receipt of applications. Under the general procedure for the recognition of professional qualifications or in the procedure for the recognition of professional experience, the time limit may due to the complexity of the procedure be extended for a maximum period of one month.
The right to work in a regulated profession in the Republic of Slovenia shall be acquired by applicants only when they meet all other conditions established by law.

The procedure starts with an application to the competent authority for a regulated profession, together with required documentation and paid fees, pursuant to the Slovenian Administrative Fees Act, Fee Tariff No 7.
