Transnational higher education

Transnational higher education in accordance with the Higher Education Act (ZViS) comprises all forms and manners of higher education in which state-approved study programmes are fully or partially implemented in a country other than the country where the operator of the higher education study programme is headquartered.

Transnational higher education in the Republic of Slovenia may be implemented or organised on the basis of a contract between a higher education institution accredited in the Republic of Slovenia and a foreign higher education institution which implements state-approved study programmes and issues public documents in the country where it is headquartered.

Transnational higher education in the Republic of Slovenia may also be implemented by a higher education institution or other institutions if the competent authority in the country where the operator of the higher education study programme is headquartered recognise the operator of the programme and the programme itself as forming part of the country’s education system, which is done by the National Commission for the Quality of Higher Education before the implementation of transnational higher education begins.

Detailed conditions, manners and forms of transnational higher education, mandatory elements of the contract for the implementation of transnational higher education and the manner of verifying that the conditions referred to in the previous paragraph are fulfilled are determined in the Criteria for transnational higher education.

A document on a completed transnational higher education implemented in the Republic of Slovenia as part of a foreign higher education system is considered a foreign document and is subject to the procedure regulating the assessment or recognition of education in the Republic of Slovenia.
