An M-1 form is submitted for:
- via the SPOT website for:
- registration of an employee for compulsory social security insurances,
- registration of a sole trader and a company member or founder of an institute who is also a manager for compulsory social security insurances;
- change of data on already submitted M‑1 form (so-called open insurance) that cannot be changed using an M‑3 form, whereby a person liable for registration must submit a new M‑1 form at a same time as an M‑2 form, which annuls the previous registration containing incorrect data or closes the insurance due to the changed data.
- on a paper form, in person at the ZZZS or by post to the ZZZS, for:
- registration of a natural person (e.g. a farmer) for compulsory social security insurances,
- registration of a company member or founder of an institute who is also a manager for compulsory social security insurances.

Registration for compulsory social security insurance (M-1 form)
Where and how is an application submitted?
Electronically via the SPOT website:
- Mandatory for business entities liable for registration that are registered in the Slovenian Business Register (e.g. company, sole trader, person who independently pursues a professional activity, institute).
- A company member or founder of an institute who is also a manager may also arrange compulsory social security insurances via the SPOT website.
In person at a SPOT point:
- Persons liable to register employees under insurance basis code 001 may also arrange matters at a SPOT point.
- Sole traders on their own behalf and for their employees (code for insurance bases 005 and 013).
In person at the ZZZS or by post to the ZZZS:
- Natural persons (e.g. farmers, members of farm holdings and other persons pursuing agricultural activities in Slovenia as their sole or main occupation).
- A company member or founder of an institute who is also a manager.
The natural persons liable for registration shall use the electronically formatted M‑1 form (PDF) for the application. This format allows you to fill it out and print it on your computer, or you can print a blank form and fill it out manually. Please enter the details for the person you are registering for compulsory social security insurance.
Send the completed form by post or submit it in person at any regional unit or branch office of the ZZZS.

Registration of employee
After an employment contract is concluded, the employer is required to register the employee for compulsory social security insurances. The employment contract must be submitted with the application for registration if it relates to a worker in employment relationship.
Deadline for registration
If you are an employer, you are required to register the employee for compulsory social security insurances on the day they begin working under the employment contract, and no later than by the time they start working. If the employee does not start working on that day due to justifiable reasons, the application to register must be submitted no later than the date of commencement of work as agreed in the employment contract.
Registration for sole traders and company members who are also managers
A sole trader’s insurance obligation begins:
- on the day of registration in the Slovenian Business Register, if they are not insured full-time on another priority insurance basis (insurance by reason of an employment). If they are insured by reason of an employment on a part-time basis, they must be insured by reason of a self-employment up to the difference to full-time work.
- on the day following the termination of insurance by reason of full-time employment relationship, if they were insured under that priority basis on the day of registration.
The insurance obligation for company members who are also managers begins:
- on the day of entry in the companies register as a company member and a manager, if they are not insured full-time on another priority basis (insurance by reason of employment or independent pursuit of an economic or other approved activity). If they are part-time insured on another priority insurance basis, they must be insured under their status as company member and manager up to the difference to full-time work.
- on the day following the termination of insurance under another priority basis, if they were insured on that other priority basis for full-time work on the day of entry in the companies register.
Deadline for registration
Sole traders and company members who are also managers are required to apply for compulsory social security insurances within eight days of the day the insurance obligation takes effect.
Change of information using an M-1 form submitted via the SPOT website
Persons liable for registration use the M‑1 form to correct or change the following information:
- registration number;
- insured person’s EMŠO (personal identification number);
- date of start of insurance;
- insurance basis;
- insured person’s working/insurance hours;
- liable person’s full-time working/insurance hours.
The descriptions of the insurance basis codes, the terms and conditions of insurance, the supporting documentation that must be verified or submitted during the registration process and the procedure of completing an application to register for compulsory social security insurance via the SPOT website are given in the instructions for completion of the M‑1 form.
Registration for compulsory social security insurance for farmers
If you are a farmer, member of a farm holding or another person pursuing an agricultural activity in Slovenia as your sole or main occupation, registration for compulsory social security insurance depends on your income. You must register for compulsory health, pension and disability insurance if your income from primary agricultural activity, as well as from supplementary activities, reached a level equal to 60% of the average annual salary of employees in Slovenia, converted into a monthly amount, in the previous year. The precise amount is fixed by the minister responsible for agriculture.
Until this amount is fixed, the amount set in the Order setting the lowest income of an agricultural holding as the basis for inclusion in compulsory pension and disability insurance – Odredba o določitvi najnižjega dohodka kmečkega gospodarstva, ki je podlaga za vključitev v obvezno pokojninsko in invalidsko zavarovanje (Official Gazette of the Republic of Slovenia (Uradni list RS), No 11/03) is applied and converted at the exchange rate. The threshold is EUR 4,894.06.
If you are a farmer and you meet the requirements for compulsory pension, disability and health insurance, you are also insured for parental care.
Income from primary agricultural activities includes:
- Cadastral income from agricultural and forest land.
- The average amount of any subsidy for land in use.
- Potential market income for wine production.
- 70% lump-sum assessment of income per hive.
- The average amount of any subsidy per hive.
Income from supplementary activities includes:
- profit established on the basis of a tax return; or
- income based on normalised expenditure amounting to 70%.
As a farmer you must be insured:
- if you are medically fit to pursue agricultural activities as determined by an occupational health service;
- if you are not pursuing an education and are not in receipt of an early-retirement, old-age, widow’s or disability pension;
- if at the time you register for insurance, the income from agricultural activities per insured member is equal to at least 60% of the average annual salary of employees in Slovenia, converted into a monthly amount as set by the minister responsible for agriculture.
Farmers who wish to have a pension and disability insurance from an agricultural activity but do not have the above-mentioned levels of income may join the compulsory pension and disability insurance system voluntarily of their choice.
An application to register for compulsory social security insurances is made using an M‑1 form completed by the holder of the agricultural activity. Use the form to enter the details of the person you are registering for compulsory social security insurance.
Send the completed form by post or submit it in person at any regional unit or branch office of the ZZZS. Enclose with the registration application a certificate of medical fitness to perform the agricultural activity, which can be obtained from an occupational health service, along with proof of income.
