Checking for leaks and recovering fluorinated greenhouse gases or ozone-depleting substances
Leak checks and the recovery of fluorinated greenhouse gases or ozone-depleting substances are carried out by a service technician who checks equipment that contains fluorinated greenhouse gases in quantities of 5 tonnes or more of CO2 equivalent or contains 3 kilograms or more of ozone-depleting substances.
Service technicians perform leak checks on equipment for which they hold a relevant certificate for handling fluorinated greenhouse gases and ozone-depleting substances.
With regard to stationary refrigeration and air conditioning equipment and stationary heat pumps, a service technician can complete the training and take the examination for performing leak checks – AIV or for the recovery of gases from equipment – AIII. In this case, the service technician is not allowed to carry out any other activities.

CHECKING FOR LEAKS OF FLUORINATED GREENHOUSE GASES OR OZONE-DEPLETING SUBSTANCES
Leak checks are performed on:
- stationary refrigeration and air conditioning equipment and heat pumps;
- refrigeration units of refrigerated trucks and trailers;
- fire protection equipment;
- electrical switchgear;
- organic Rankine cycles.
The person who checks the equipment for leaks must enter their findings in the relevant section of the equipment records.
RECOVERY OF FLUORINATED GREENHOUSE GASES or OZONE-DEPLETING SUBSTANCES
These refrigerant gases are recovered from:
- stationary refrigeration and air conditioning equipment and heat pumps;
- refrigeration units of refrigerated trucks and trailers;
- fire protection equipment;
- electrical switchgear;
- stationary equipment containing solvents;
- air conditioning systems in motor vehicles and other stationary and mobile equipment.
The person who checks the equipment for leaks must enter their findings in the relevant section of the equipment records.

Applicants who wish to pursue this activity must register the business activity, and have the appropriate legal status.

Operators of stationary equipment, equipment maintainers and authorised companies must deliver recovered ozone-depleting substances and fluorinated greenhouse gases to a collector or a processor of ozone-depleting substances or fluorinated greenhouse gases for reclamation or to a disposer of ozone-depleting substances or fluorinated greenhouse gases for disposal.
Legal basis

A service technician for equipment containing fluorinated greenhouse gases or ozone-depleting substances is a natural person who performs:
- leak checks and the recovery of gases and the installation, servicing, maintenance, repair or decommissioning of stationery refrigeration and air conditioning equipment and heat pumps;
- leak checks and the recovery of gases and the installation, servicing, maintenance, repair or decommissioning of refrigeration units of refrigerated trucks and trailers;
- the installation, servicing, maintenance, repair or decommissioning of fire protection equipment and leak checks and the recovery of fluorinated greenhouse gases from such equipment;
- the installation, servicing, maintenance, repair or decommissioning of high-voltage switchgear and leak checks and the recovery of fluorinated greenhouse gases from such switchgear;
- leak checks and the recovery of fluorinated greenhouse gases from organic Rankine cycles;
- the recovery of gases from stationary equipment containing fluorinated greenhouse gas-based solvents;
- the recovery of fluorinated greenhouse gases from air conditioning systems in motor vehicles.
To be able to perform this activity, the service technician must have a valid certificate obtained by passing the exam to become a service technician of a relevant category.
Cross-border/temporary provisions of activity
Services can be provided on a cross border/occasional basis. In Slovenia, leak checks and the recovery of fluorinated greenhouse gases or ozone-depleting substances can be carried out by a company that is registered in the register of authorised companies for the installation, servicing, maintenance, repair or decommissioning of such equipment or a service technician who holds a Category AI certificate and is employed at a company that is not registered in the register of authorised companies for the installation, servicing, maintenance, repair or decommissioning of such equipment. Leak checks can also be carried out by a service technician who holds a Category AIV certificate (checks only), and the recovery of gases from equipment by a service technician who holds a Category AIII certificate (recovery only). In this case, the service technician is not allowed to carry out any other activities.
A service technician for equipment containing fluorinated greenhouse gases or ozone-depleting substances who has passed the exam for service technicians for equipment containing fluorinated greenhouse gases or ozone-depleting substances in any EU Member State in accordance with Regulation (EU) No 517/2014 on fluorinated greenhouse gases and Commission Implementing Regulation (EU) 2015/2067 is recognised in all EU Member States (Article 10 of Commission Implementing Regulation (EU) 2015/2067).
A service technician from Slovenia who has passed the exam for service technicians for equipment containing fluorinated greenhouse gases or ozone-depleting substances in Slovenia can provide such services in any EU Member State; service technicians from other EU Member States who have passed the exam in their respective countries can provide such services in Slovenia.
There is no special procedure for the recognition of certificates. Obtaining authorisation is not necessary.
