Environmental noise monitoring

Environmental noise monitoring is the periodic assessment of noise due to the use of a noise source and its operations.

Environmental noise monitoring shall be carried out for sources of noise pollution:

  • a road with more than 3 000 000 vehicles passages per year or in agglomeration with more than 1 000 000 vehicles passages per year, once every five years,
  • railway, with more than 30 000 trains passages per year or in agglomeration a railway with more than 10 000 trains passages per year, once every five years;
  • an airport or a heliport, once every five years,
  • the port, once every three years,
  • warehouse or other open areas for handling of goods where the annual weight of these goods exceeds 10 000 tonnes, once every three years,
  • an open car park with an annual vehicle throughput exceeding 1 000 000 vehicles, once every three years,
  • an installation which, by reason of its industrial, craft, manufacturing, service or similar activities, or agricultural or forestry production, generates permanent or occasional noise, once every three years,
  • establishment, once every three years.

In order to carry out environmental noise monitoring, an authorisation must be obtained.

A legal person or an individual entrepreneur authorised by the Ministry to carry out monitoring and a person entitled to carry out monitoring in another Member State may be entered in the register. The latter may be entered in the register on the basis of a certified copy of the act issued to it by the competent authority of the Member State for the purpose of carrying out environmental noise monitoring.

Conditions

  • To perform an activity, you need to register first and select the appropriate legal form to carry out your activity.

  • The authorisation to carry out monitoring is issued by the Ministry of the Environment and Spatial Planning on the basis of an application for:

    • noise assessment by measurements based on SIST ISO 1996-2,1,
    • noise assessment by model calculation based on computational methods and
    • assessment of high energy impulse noise by measurements based on ISO 10483 and by model calculation based on computational methods based on SIST ISO 1996-1 and in conjunction with ISO/TS 13474 technical specification.

    In order to be authorised to perform noise monitoring, the authorised person must be accredited and have measurement equipment.

    A legal person shall be authorised to carry out monitoring if it meets the following conditions:

    • it must be registered for the purpose of carrying out technical consultancy or technical testing and analysis activities,
    • have the equipment to carry out monitoring,
    • must not be in insolvency proceedings,
    • not have been convicted of an economic crime within the last five years,
    • accreditation to the standard SIST EN ISO/IEC 17025 for noise assessment using the SIST ISO 1996-2,1 standard and SIST EN ISO/IEC 17025 or SIST EN ISO/IEC 17020 standard for noise assessment by model calculation based on computational methods,
    • accreditation, to SIST EN ISO/IEC 17025 for the assessment of high energy impulse noise and weapons noise by measurements according to ISO 10843 and SIST EN ISO/IEC 17025 or SIST EN ISO/IEC 17020 standard for the assessment of high energy impulse noise based on computational methods in conjunction with the ISO/TS 13474 technical specification,
    • noise measurement equipment with noise measurements and computer software for noise assessment by model calculation based on computational methods, for the computational method for which authorisation is obtained; and
    • documentation on the method for determining the measurement uncertainty of noise assessment by means of measurements or model calculation based on computational methods.

    The authorisation shall be valid for six years from the date on which it becomes final and may be renewed if the person still meets the conditions laid down.

    Once the authorisation has been obtained, the authorised monitoring operator is entered in the register of monitoring operators kept by the Ministry of the Environment and Spatial Planning.

    A legal person or an individual entrepreneur authorised by the Ministry to carry out monitoring and a person entitled to carry out monitoring in another Member State may be entered in the register. The latter may be entered in the register on the basis of a certified copy of the act issued to it by the competent authority of the Member State for the purpose of carrying out environmental noise monitoring.

    Details

  • A noise assessment report on the monitoring carried out must be drawn up by the authorised person.

    The noise assessment report shall include at least information on:

    • the authorised noise assessment contractor,
    • the noise source operator and its activities,
    • the noise source with a description of its main technical characteristics,
    • the operational state of the noise source at the time of the measurements,
    • the time, day and place of the noise assessment,
    • measuring equipment for noise assessment, methods and standards used,
    • the instrument and calibrations or the computer program used to assess noise,
    • the meteorological parameters taken into account for assessing noise and environmental conditions,
    • location of noise assessment expressed in the coordinates of the valid coordinate system,
    • the results of the noise assessment in the form of noise indicators LDAY, LEVENING, LNIGHT, LDEN (day-evening-night) and L1 taking into account any adjustments or corrections,
    • the evaluation of the noise indicators assessed against the noise indicators limit values,
    • the classification of the areas affected by the noise source,
    • information on the land-use designations in the area where the noise assessment is to be carried out,
    • other facts relevant to noise assessment.

Cross-border/temporary provisions of activity

Performance of the activity in Slovenia is possible on cross-border/temporary basis. You may start performing it after acquisition of a specific permit from Competent authority.
