Physical well-being activities (96.040)

This SCA code includes activities and services for which entrance and/or other conditions for the commencement and pursuit of an activity are established. 

Regulations and conditions:


List of activities usually carried out as a craft

For activities listed on the List of activities usually carried out as a craft, business entities registering these activities must also be entered in the register of crafts at the Chamber of Craft and Small Business of Slovenia (OZS) ex officio.

This applies to the following activities/services:

  • activities to improve physical well-being and relaxation, provided by:
  • bathing rooms,
  • steam rooms,
  • saunas,
  • solarium,
  • weight loss salons,
  • massage salons (excluding physical therapy massages) etc.

To complete or supplement an activity, the craftsman may sell certain goods as retail sale.

The craftsman may sell the goods he/she uses in the provision of services only to persons for whom the service was provided.

Rules on minimum sanitary and health conditions for hygienic care and similar activities

Providers of hygienic care are obliged to plan and implement services according to the minimum sanitary and health conditions and to use technologies that are congenial to health and the environment to ensure the maximum level of health protection of users of hygienic care services. 

This applies to the following activities/services:

  • health spas (saunas and baths, solariums, massage salons and salons for other body care procedures)

The premises must apply to the minimum health, hygiene and technical conditions with regard to the type of activities performed there.

The entity performing the activity must provide for permanent training of staff and the provision of work instructions, as well as monitor their work in accordance with the conditions for the services provided.

This includes:

  • physical well-being and relaxation activities in bathing rooms, saunas and steam rooms, solariums, weight-loss salons, massage salons (except physical therapy massages) etc.

Activities/services added under the questions and answers table (SURS):

  • field hairdresser,
  • athlete massage (and others),
  • removing cellulite by various methods (carbon dioxide, ultrasound, massage, gels, packs),
  • lymphatic drainage as a form of massage that stimulates lymphatic function in a certain part of the body,
  • electric stimulation as a method for eliminating fat on the most critical parts of the body such as abdomen, thighs and buttocks,
  • fish massage (therapy where the client soaks legs in a fish tank),
  • classic massage salon,
  • erotic massage salons that offer sex services (the standard classification for massage salons that offer sex services does not exist; the most appropriate combination would be 96.040 and 96.090; the latter also includes prostitution). The core activity is the activity from which the business entity obtains added value or income),
  • well-being services in hairdressing salons;

Cross-border/temporary provisions of activity

Performance of the activity in Slovenia is possible on cross-border/temporary basis. Prior to commencing the service, you must submit a written application to the competent authority.


The provider that is established and meets the conditions for the pursuit of craft activities in the EU Member States, EEA or the Swiss Confederation, may occasionally carry out craft activity without establishment in the Republic of Slovenia. Before the first pursuit of an activity, the provider must lodge an application with the Chamber of Craft and Small Business of Slovenia.
