Private secondary technical and professional education with state-approved programmes

Professional education with state-approved programmes can also be provided by private schools. In professional education, one can gain secondary vocational education.

Secondary professional education is gained in a study programme for secondary professional education and vocational-technical education and in a professional course, when a professional exit exam is passed. Secondary professional education is also gained by passing a master craftsman, foreman or shop manager examination.

The objective of professional education is:

  • to provide knowledge, skills and professional abilities which are needed to perform the occupation and the continuation of education on an internationally comparable level;
  • encourage lifelong learning; educate for sustainable development;
  • develop independent critical judgement and responsible behaviour;
  • develop the ability to understand and communicate in the Slovenian language, and in areas defined as nationally mixed, also in the Italian and Hungarian language;
  • raise awareness about individual integrity;
  • develop awareness about nationality and national identity and knowledge about the history of Slovenia and its culture;
  • educate students to be responsible in protecting freedom, to coexist tolerantly and peacefully and to respect fellow human beings;
  • develop and preserve Slovenia’s cultural tradition and teach about other cultures and civilisations;
  • enable inclusion in the European division of labour; develop a readiness to establish a free democratic and socially just state;
  • raise awareness about responsibility for the natural environment and personal health;
  • develop awareness about the rights and responsibilities of persons and citizens;
  • develop talents, the ability to experience works of art and the ability to express oneself artistically.

  • Registration and appropriate status form are required in order to pursue the activity.

    Secondary vocational education is carried out by schools together with employers if educational programmes determine practical training by working.

    Legal basis

  • The providers of publicly valid education and training programmes are entered in the register. The register is administered by the ministry competent for education.

    For performing education and training, kindergartens and schools must have professional staff with prescribed education, premises and equipment determined by the minister or the chamber that is authorised by the law.

    Schools and kindergartens can perform the activity of education after being entered in the register managed by the ministry competent for preschool education or education. A kindergarten or school is entered in the register if the conditions determined for premises and equipment are ensured, if they have valid programme and if they attach the statement that the condition referring to ensuring professional staff with required education will be fulfilled until the start of the activity.

    The application for the entry in the register at the ministry competent for preschool education or education is submitted by the management of the kindergarten or school. The application for entry must contain:

    •  name and company name, head office and identification number of the founder or name and surname, birth date, residence and identification number, if the founder is a natural entity;
    • name and head office of the kindergarten or school;
    • number and date of the act of incorporation;
    • the name of the programme implemented by the kindergarten or school;
    • public validity of the programme;
    • statement of the managerial authority on ensuring the fulfilment of spatial, staff and equipment conditions of the statement by the management that the condition referring to ensuring professional staff with required education will be fulfilled until the start of the activity.


    The management of the kindergarten or school is responsible for the truthfulness of data and statements under criminal and damage liability. If there is doubt on ensuring the conditions, the ministry can request the submission of additional evidence on ensuring the conditions for the implementation of activities in the first year after the registration prior to making the entry in the register.

    If special knowledge is required for establishing or assessing a fact and the official person doesn’t have such knowledge, the minister appoints an expert or commission that establishes whether the provider fulfils the prescribed conditions for performing the education activities.

    If the provider fulfils the conditions for entry in the register, the minister issues a decision on the entry into the register.

    Data changes must also be entered in the register. The provider must send any modification of data entered in the register within 30 days upon their occurrence.

    The kindergarten or school is deleted from the register:

    •  if the publicly valid programme is terminated;
    • if a final judgement was issued to prohibit the implementation of the publicly valid programme;
    • upon the inspections' proposal, if the school or kindergarten does not act in accordance with the final inspection decision that refers to the provision of conditions necessary for entry in the register;
    • if it ceases to exist.


  • The name of kindergartens and schools, except kindergartens and schools whose founder is a self-governing ethnic community, must be Slovenian.

    Foreign personal names that are part of the name of a kindergarten or school are written in accordance with Slovenian spelling, or with Italian or Hungarian spelling if it involves the name of a kindergarten and school whose founder is a self-governing ethnic community.

    In addition to the aforementioned information, the name of a private kindergarten or school must also include a mark that the kindergarten or school is private.

  • The language of instruction in professional education is Slovenian. The language of instruction in professional schools in the language of an ethnic community is Italian, and in bilingual vocational schools Slovenian and Hungarian.

    In areas where Slovenians and members of the Italian ethnic community live, and which are defined as ethnically mixed areas, students in professional schools with Slovenian language of instruction learn Italian, and students in professional schools with Italian language of instruction learn Slovenian.

    In agreement with the minister responsible for education, part of the educational programme which includes an acknowledged foreign expert or international exchange may be carried out in a foreign language.

    A foreign expert usually participates at theoretical lessons as the second teacher. If they provide education independently, the volume must not exceed one third of the anticipated subject of module. In this case, the school must ensure that students also know Slovenian expert terminology well. Slovenian as the language of instruction must be used for assessment.

    The content and shape of seals of private kindergartens and schools are determined in their Articles of Association.

  • Schools include libraries. Libraries collect library material, but also carry out professional processing, representation and lending, and IT and documentary work as elements of educational work in schools.

    Textbook funds may be established within libraries. Funds for pupils, apprentices and students who cannot pay the contribution for lending textbooks from textbook funds due to their social position are provided by the State.

  • Private schools which carry out state-approved programmes of elementary education, elementary music education, secondary vocational and professional education, and grammar schools are entitled to funds from the national budget or a local community budget if they meet the following conditions:

    • that music schools with music educational programme carry out lessons in at least three instruments played in the orchestra and has at least 35 students;
    • that they have employees or teachers provided in another manner required for the implementation of state-approved programmes in accordance with the law and other regulations.

    For the implementation of their programme, private schools are granted 85 per cent of funds allocated for the implementation of the programme in public schools by the State or a local community. Private schools are not entitled to funds for investments, investment maintenance and equipment.

    Private schools may participate in competitions for teaching equipment and aids intended for public schools.

  • Education is carried out according to annual work plans that include:

    • volume and organisation of lessons and other forms of education in accordance with the educational programme;
    • part of the educational programme determined by schools in cooperation with social partners;
    • enrolment plan;
    • distribution of students by years, classes and groups;
    • deadlines for exams;
    • a plan of professional training for expert workers;
    • cooperation with other schools, employers, chambers, associations and societies;
    • other activities of schools.

    When adopting annual work plans, their financial feasibility is specially assessed. In annual work plans, schools may anticipate organised education that is not part of the educational programme for students who desire such education and in agreement with their parents.

    Schools may determine that training programmes be prepared and implemented as their special offer through which they contribute to the development of the environment. Schools must present rights and obligations of students, the characteristics of the educational programme and the work organisation of schools to students and parents.   • Practical training in vocational and professional education is carried out in the form of practical lessons or practical training by working.

    Schools carry out practical lessons, while practical training by working is provided by employers. The total volume of practical lessons and practical training by working is determined in the educational programme. Agricultural schools may carry out practical training by working at school estate.

    Part of practical training by working for employers may be carried out in business-to-business education centres. Business-to-business education centres are organised as an institution, company or organisational unit of an institution, company or another legal entity.

    In addition to practical training by working, business-to-business education centres may also provide the preparation of applicants for:

    • master-craftsmen, foreman or shop-manager exams;
    • the verification of national vocational qualifications;
    • practical work of final exams and vocational school-leaving exam.

    Business-to-business education centres may also provide training for the needs of technological changes in work processes and to enhance the competitiveness of the economy.

    Rights and obligations of schools, students ad employers in practical education are determined with a training contract. A training contract may be an individual training contract if concluded between an employer an a student and their parents or legal representative or a collective training contract if concluded between a school and an employer.

    Practical and theoretical training of students may be carried out for a maximum of eight hours daily, but it may not exceed weekly work obligation reduced by two hours determined by law and a collective contract. If theoretical training is carried out for five hours, practical training by working for an employer must not take place. If practical training by working is carried out for four or more straight hours per day, students must have at least a 30-minute break during this time. Students who have been in training for more than nine months must have at least eight weeks of holidays per year.

  • Schools provide the quality of education according to the principles of a comprehensive quality management system which takes into account the European quality assurance reference framework for professional education. Quality indicators of professional education are determined by the competent expert council.

    At the proposal of the head teacher, the school council appoints a quality commission that monitors and establishes the quality of education.

  • Schools keep the following records with personal information of students:

    • a record of applicants for enrolment;
    • a record of enrolled students and a record of enrolled students by years, classes and groups in grade books;
    • personal sheet kept for each enrolled student from the inclusion to the conclusion of education;
    • a register that includes general information about enrolled students, the course of their education from the inclusion to the conclusion of education;
    • a record of information about motor skills and morphological characteristics of enrolled students;
    • minutes of examination board sessions for final exams;
    • minutes of final exams;
    • a report on the final exam;
    • minutes of exams which comprise the application for the exam, the course of the exam and the mark achieved;
    • a record of students dealt with by counselling services;
    • a record of enrolled students in part-time education and a record of applicants for exams;
    • a record of the testing and assessment of knowledge;
    • a record of issued documents on concluded education.

  • Personal information of registered or enrolled students in records is collected, processed, stored and used for the needs of schools, halls of residents, the ministry responsible for education, whereas in other cases, the information is collected, processed, stored and used in accordance with special regulations. When carrying out statistical and other analyses, personal information may be used and published in a manner that does not disclose the identity of persons.

    Records are kept permanently and in accordance with special regulations.

    Provisions regarding the management, use and storage of personal information from records pursuant to this Act also apply to documents on the basis of which personal information has been collected. Documents on previous education are returned to enrolled students following the concluded enrolment procedure.
