Student home activities and other accommodation (55.900)

• Organization and Financing of Education Act

  Professional workers must have active knowledge of Slovene, appropriate education as determined in the act and other regulations, and pass the professional examination in accordance with the mentioned act.

• Higher Education Act

Article 9 of the ZViS stipulates that a student home may be founded by a domestic or foreign legal or natural person; otherwise, the Republic of Slovenia establishes public student homes for implementing public services in higher education;

Article 31 of the ZViS stipulates that student homes activities may be performed by universities, other institutions, companies, sole entrepreneurs and other legal entities;

Article 47 of the ZViS stipulates that the concession for executing student home public service may be allocated upon a decision issued by the ministry competent for higher education based on a public tender in accordance with the aforementioned law.

Hospitality Act

Hospitality activities are executed by legal entities and sole entrepreneurs registered to perform hospitality activities, associations with determined hospitality activity in their founding act if they fulfil the legal conditions.

In the scope as stipulated by the act, hospitality activity may be executed by accommodation providers and farmers as natural persons if they fulfil the conditions stipulated by the act. 

Hospitality activity may be implemented if the following conditions are fulfilled:

• minimum technical conditions that relate to:
• business premises, equipment and devices in hospitality facilities, at accommodation providers and on farms;
• outdoor area conditions (functional land and other outdoor areas);
• the conditions for executing hospitality activity outside the hospitality facility;
• the conditions with regard to the minimum services in individual types of hospitality facilities at accommodation providers and on farms;
• conditions referring to the criteria and type of accommodation categorisation, premises for guests at accommodation providers and on farms that provide accommodation, as well as marinas;
• the conditions with regard to providing the safety of food, health and safety at work.

This includes:

• offering temporary or long-term accommodation in single- or multiple-bed rooms to students, pupils, seasonal workers and other people;
• sleeping car and sleeping services in other transport means.
