Concession agreement for implementing public services in plant health protectionzdravstvenega varstva rastlin

The competent authority concludes a concession agreement with the public services provider for implementing public services in plant health protection.

The concession is granted based on the public tender published in the Official Gazette of the Republic of Slovenia. The services provider applies to the tender in accordance with the tender documentation. Applications not received on time are rejected. If the application is incomplete, the competent authority asks the applicant to supplement the application, otherwise the application is rejected. The outcome of the public tender is issued in the Official Gazette. Mutual relations between the administration and the concessionaire are arranged with concession agreements for implementing public services in plant health protection.

The public tender is not required for public institutions that operate in agriculture and forestry and to whom the administration grants the concession based on the application with the decision in the administrative procedure.

For acquiring the concession, the candidate must employ a professional worker and a technical co-worker as well as ensure appropriate technical equipment and premises. The services provider must define their tasks in the articles of association, they must have appropriate status and registration that can not be in any conflict of interest.
